- J&A No. HQ-82-C-1030/1032/1034/1036 The Department of the Navy, Military Sealift Command (MSC), intends to negotiate, on a sole source basis (FAR 6.302-1) modifications to existing contracts awarded to General Dynamics, American Overseas Marine Corporation (AMSEA), 100 Newport Ave Extension, Quincy, MA 02171-1734. The proposed contract modifications will provide continued operation and maintenance of USNS 2ND LT JOHN P BOBO, USNS PFC DEWAYNE T. WILLIAMS, USNS 1ST LT BALDOMERO LOPEZ, USNS 1ST LT JACK LUMMUS, and USNS SGT WILLIAM R. BUTTON, hereafter referred to as the "BOBO-Class" ships. The vessels are used to preposition cargo for the U.S. Marine Corps and to fulfill other Government missions. Currently the contract for operation and maintenance of the USNS 2ND LT JOHN P BOBO ends on 15 July 2011 and contracts for operation and maintenance of the USNS PFC DEWAYNE T. WILLIAMS, USNS 1ST LT BALDOMERO LOPEZ, USNS 1ST LT JACK LUMMUS, and USNS SGT WILLIAM R. BUTTON end on 31 July 2011. Award of a competitive follow-on contract for operation and maintenance of the five BOBO-Class ships was made to Maersk Line Limited (Maersk) under Lot 4 of solicitation N00033-09-R-3316 on 27 May 2010. Protests of the award were filed with the Government Accountability Office (GAO) by two unsuccessful offerors. In the course of reviewing the record, an oversight in the procurement process was discovered. Based on the Contracting Officer's election to take corrective action, the GAO dismissed the protests on 21 July 2010. Corrective action under solicitation N00033-09-R-3316 is progressing and contract award is anticipated between July and September 2011. The proposed sole source extensions, using other than full and open competition, will prevent a break in service while corrective procurement action continues under solicitation N00033-09-R-3316, Lot 4, operation and maintenance of the BOBO-Class ships, and provide sufficient time for ship turnover following contract award. Under this action AMSEA contracts for operation and maintenance of the BOBO-Class ships will be extended for a period of up to 184 calendar days. The extensions will include a firm period of up to 62 days for the USNS BOBO, 46 days for the USNS WILLIAMS, USNS LOPEZ, USNS LUMMUS and USNS BUTTON, and will include two option periods of 61 days. Each proposed contract extension option will only be exercised if required to complete corrective action under solicitation N00033-09-R-3316, or as required for ship turnover. In accordance with FAR 6.305 the Justification and Approval for these sole source modifications will be posted to FedBizOpps. All responsible sources for the extension period may submit a capability statement, proposal or quotation which will be considered by MSC.
