- This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. The National Institutes of Health (NIH), National Library of Medicine, NIDDK Acquisitions Branch is conducting a market survey to determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing services to study the immune response of Hepatitis B virus (HBV) infected and Hepatitis C virus (HCV) infected chimpanzees. The research of the Immunology Section, LDB, NIDDK, is focused on the immune response to HBV and HCV infection. These infections are the most common cause of liver disease worldwide. Because chronic HBV infection cant be resolved and a vaccine against HCV doesnt exist, a major emphasis of the research program is the identification of immunological correlates of recovery from these infections and the therapeutic reconstitution of effective immune responses in those subjects, who dont spontaneously recover from the infection. The purpose is to study the immune response and viremia of 2 chimpanzees that have been exposed to HCV and to perform immunotherapy of chronic HBV and HCV infection. The objective is to reconstitute qualitatively and quantitatively inferior immune responses during chronic viral infection to better control and ultimately clear the infection. This will be a scientific collaboration between the Contractor and the Immunology Section, LDB, NIDDK to study the effect of immunotherapy in both these types of chronic infections. The service is to be performed at the Contractors facility and the Contractor shall provide 2 HBV-infected and 2 HCV-infected chimpanzees that are available for this study. Tasks to be performed: conduct experiments (immunotherapy and acquisition of blood and liver biopsy samples at 36 time points per animal) in accordance with quality research standards and the Animal Welfare Act, Standard Operating procedures; test blood samples for complete blood count and electrolytes on site and provide clinical pathology and histology services as needed; ship blood and liver biopsy samples overnight to the Immunology Section, LDB; contribute to the analysis and interpretation of results and the preparation of scientific publications. This service is to be set-up as a base year with four option years. Interested firms with the capability of providing the required items/service are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541940 with a business size standard of 6.5M employees. All respondents are requested to identify their firms size and type of business. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Three (3) copies of the capability statement must be received at the address identified in this synopsis by no later than 10 days prior to 12:00 Noon local time at designated location on July 22, 2011. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
