- Intent to Sole Source: The Department of the Treasury's Bureau of the Public Debt (BPD) acting on the behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to negotiate a sole-source procurement with The Harvard John F. Kennedy School of Government Executive Education. JFKSG offers a course in Strategic Management of Regulatory and Enforcement Agencies (SMREA), specifically focusing on the relationship between strategic planning and how it affects policy, development of regulations and guidance and legislative issues. This course targets managers in regulatory agencies in the field of strategic management. TTB requires a specific training course and curriculum that provides regulatory managers with practical instruction in strategic planning to improve the regulatory and enforcement process for a Federal agency. The training has to cover regulatory and enforcement strategic planning because of TTB's mission and responsibilities. TTB's responsibilities are protecting the public and collecting the revenue. They carry out these responsibilities by developing regulations, conducting product analysis, ensuring tax and trade compliance with the Federal Alcohol Administration Act and the Internal Revenue Code through enforcement. TTB also protects the public by enforcing the provisions of the Federal Alcohol Administration Act (FAA) to ensure that only qualified persons engage in the alcohol beverage industry. TTB is responsible for enforcing the laws relating to tobacco products; advertising and regulating businesses engaged in alcohol production, and wholesale; regulating businesses engaged in tobacco manufacturing; and the importation and labeling and advertising of alcohol products. A request for more information will not be considered an affirmative response. No solicitation document is available. If no affirmative written response is received, that clearly demonstrates the ability to meet all the requirements, and that is more advantageous to the Government, we intend to negotiate a sole-source award to Harvard University's John F Kennedy School of Government.
