- The Department of Veterans Affairs, National Acquisition Center, is conducting market research to determine if there are adequate small business concerns capable of providing the following various therapeutic footwear items to VA Medical Centers nationwide including the District of Columbia, Puerto Rico, Alaska and Hawaii. This is not a request for interested parties to be placed on a solicitation mailing list. This announcement is for informational purposes only and must not be construed as a request for proposals (RFP), or an announcement of a solicitation. The objective for this effort is for interested parties to provide directly to Medical Centers the therapeutic footwear items as required by VA Medical Centers. Vendors must have all items in an aggregate group, but each aggregate group could be available from a different vendor. Interested parties shall provide all of the following information: Name and address of company, telephone number, and business size. The North American Industry Classification System (NAICS) Code is 339113 and the small business size standard is 500 employees. This procurement action will be issued on an unrestricted full and open competitive basis if it is determined that no capable small businesses exist that can provide the products required to service the VA Medical Centers listed in this announcement. The upcoming solicitation will be posted in FEDBIZOPPS. The upcoming solicitation may be considered as a bundled procurement and the public is invited to submit comments to the Contract Specialist listed below. All capable and interested small business concerns are encouraged to submit the necessary information by e-mail to: timothy.richards@med.va.gov; or by fax (708/786-5256) no later than 4:00 p.m. (Central Time), July 27, 2011. A Material Safety Data Sheet (MSDS) must be submitted for Plastazote or equivalent. Technical Evaluation A subjective evaluation of the offeror's technical proposal and sample shoes will be performed and significant weight will be given to the actual performance of shoes during an evaluation. All footwear will be evaluated as submitted. Footwear will be evaluated by inspection and wearing of the footwear by evaluation team. Most important shall be the Fit/Comfort/Function of shoe to determine if there are any safety concerns. If the submitted sample footwear has visible nails or staples the footwear shall be determined to be "unsafe", and the offer shall be rejected with no further consideration. Any footwear that has been determined to cause pressure or irritation to the diabetic foot the offer shall be rejected with no further consideration. All offerors shall submit one shoe sample with sole of shoe cut off horizontally and transverse cut across toe box to check soles and measure toe box. The Government may consider all aspects of the product, including but not limited to the evaluation factors listed below.
