Description
The U.S. Army Natick Soldier Research Development and Engineering Center (NSRDEC) in Natick, MA, is conducting a market survey for technical information from US and/or foreign vendors on methods to determine and log the location of dispersed items on a drop zone. These items are dispersed from an aircraft or an airdrop system and fall as many small, individual packages. Once these packages land, they create a spread or dispersion pattern over a large area on the ground. In order to better model the behavior of these packages, NSRDEC is looking to determine the location of all the packages so that the spread location and spread density can be known. The spread created could be multiple square kilometers in size with thousands of packages, making efficient locating of the packages a priority. Movement through the spread on foot or by vehicle is possible, as is a fly over by helicopter. The packages to be tracked are small items, some weighing less than 100 grams with dimensions as small as 6 inches by 6 inches by inch. Because of this, large trackers placed on the packages would significantly affect the flight dynamics of the package, which is undesirable. The method by which the packages are located is not specified. Some methods may include Radio Frequency Identification (RFID) tags, photo-processing or small animal tracker tags. The ideal solution would require minimal time to locate and identify the packages. Ability to determine the location of individual packages with 20 meter or less accuracy is desired, although this accuracy requirement is flexible. Airdrops of these items may occur at altitudes up to 35,000 feet. Impact speeds of the packages are in the range of 20-30 feet per second. Survivability of the tracking method throughout airdrop is required, although real-time tracking in the air is not required. Proprietary information will not be disclosed outside of the U.S. government. All interested firms, regardless of size, are encouraged to respond to this request for information. This Request for Information is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this request or otherwise pay for information solicited. A pre-solicitation notice will be published if a formal solicitation is generated. No awards will result from this request. We are seeking sources, technical and product information for products which meet the DoD requirements, or may meet requirements with modifications. Firms responding to this RFI shall bear all risk and expense of any resources used to provide the requested information, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter.
