Description
This is a sources sought notice. The purpose of this notice is to obtain market research information from all HUBZone small businesses that are capale of providing the described services. The Goverment's determination on how to compete the proposed requirement will be made based on responses to this notice and is at the sole discretion of the Government. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP). Respondents are advised not to include any confidential business information with a response as the Government does not guarantee confidentiality of the information received. The purpose of this request is to gain knowledge of potential qualified small business concerns capable of coordinating the sale of IRS's Criminal Investigation (CI) owned surplus vehicles on an as needed basis under North American Industry Classification System (NAICS) code 423110 for the merchant wholesale distribution of new and used passenger automobiles, trucks, trailers, and other motor vehicles, such as motorcycles, motor homes, and snowmobiles. This requirement is for the prompt removal of vehicles from field office sites, maximize return in proceeds, timely notification of slaes and the deposit of proceeds into the Governments financial account. The services will be for light duty motor vehicle disposal for the IRS-CI. All contrator fees will be deducted from the proceeds received from the sale of Government owned exchange sale vehicles. The service shall include; transportation of the motor vehicles to the sale site, pre-auction inspection and cataloging, all vehicles cleaned and prepared for sale, repairs as authorized by the Contracting Officer's Technical Representative (COTE), sale of vehicles at the contractor's auction, block representation by an experienced auction specialist, prompt completion and reporting of all documentation resulting from sale and transfer, to include copy of auction sheet showing price and buyer, SF97 and cover report, collection of proceeds, prompt distribution of proceeds, and submittal fo monthly tracking and inventory reports to the Contracting Officer's Technical Representative (COTR) and the Administering Contracting Officer. Services for this requirement will be performed at variou auction sites throughout the United States as listed: Region 1-Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, Region 2- New York, New Jersey, Region 3-Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, West Virginia, Region 4-Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Region 5-Illinois, Indiana, Michigan, Minnesota, Ohio Wisconsin, Region 6-Missouri, Kansas, Nebraska, Iowa, Region 7-Arkansas, Louisiana, New Mexico, Oklahoma, Texas, Region 8-Colorado, Montana, North Dakota, South Dakota, Utah, Wyoming Region-9 Arizona, Nevada, California, Region-10 Idaho, Oregon, Washington Region 11-Alaska, Puerto Rico, Hawaii, Virgin Islands. Additional Requirement Disposal of Scrap Vehicles in any region. Other Government Agencies may be added to any potential contract, increasing the number of vehicles to be dispersed. RESPONSE REQUIREMENTS: All HUBZone small businesses are hereby invited to submit a statement of capability. Statements fo capability MUST identify two (2) or more contracts (INCLUDING CURRENT POINT OF CONTRACT INFORMATION) in which the interested party served as the prime contractor. Statements must specifically address the contractor's ability to coordinate the sale of vehicles including all services listed above. Staements must also include a cover letter that includes the company name, address, telephone numbers, facsimile, email address, and business classification. Responses and question must be submitted electronically via e-mail or facsmile no later than July 20th, 2011. Oral questions and inquiries will be treated as NON-RESPONSIVE. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNIING PURPOSESS ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE AN SERVICES, NOR DOES THIS IRS INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED.
