Description
This is a Sources Sought Announcement. Sources Sought announcements are issued to assist the U.S. Department of the Interior, Bureau of Reclamation, Region 8, in performing market research to determine industry interest and capability. The NAICS code for this effort is 518210 and the Product Service Code for this effort is D311. The Bureau of Reclamation manages, develops, and protects water and related resources in an environmentally and economically sound manner in the interest of the American public by delivering 10 trillion gallons of water to more than 31 million people each year and managing, with partners, 289 recreation sites that have 90 million visitors annually. Reclamation is also the nation's seventh largest power utility and second largest producer of hydroelectric power with 58 hydroelectric power plants providing an average of more than 42 billion kilowatt-hours of energy each year. Reclamation is comprised of approximately 5,400 employees with offices located in Washington, DC, and throughout the 17 western states including Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, and Wyoming. Over the last 3 years Reclamation has begun the process of upgrading its Capital Asset and Resource Management (CARMA) Project. The current CARMA Project is based on IBM's MAXIMO 6.2.5, the upgrade will be to MAXIMO 7. The upgrade will change the built-in reporting tool, the built-in reporting tool for MAXIMO 6.2.5 is Actuate, the built-in reporting tool for MAXIMO 7 is BIRT. To complete the conversion to MAXIMO 7.0 all the reports generated in MAXIMO 6.2.5 utilizing Actuate must be converted to BIRT to function with MAXIMO 7. Objectives:To convert Acuate reports of varying complexity to BIRT, to develop reports of varying complexity utilizing the BIRT Report Designer and to train personnel in the creation and deployment of BIRT reports. Deliverables: 1. Convert 130 current Actuate reports to BIRT. The reports are of varying complexity. The SQL statements from the current Actuate reports will be accessible as well as access to run the reports to see the current format.2. Develop 30 reports of medium to high complexity. Report specifications will be provided.3. Develop 15 reports of simple complexity. The output is a simple row/column format with a simple header row.4. Train 3 individuals in the complete process of developing and deploying 1 report of minimal complexity.5. Train 3 individuals in the conversion process to convert a fully-formatted report to a minimally-formatted report and deploying the report to a MAXIO 7 environment. The conversion and training will be on site at the Bureau of Reclamation, Denver Office within the secure IT environment. Access will be provided to the CARMA Test System Database. Working within the secured IT environment requires a contractor to have a National Agency Check (NACI) within the past 2 years that included a Background Investigation. Weekly progress reports will be submitted and will include 15 converted reports with at least 1 report of high-complexity and at least 1 report will be a new report. Contractors who believe they possess the requisite expertise and experience to meet this requirement are encouraged to indicate their interest by providing their company's capabilities via specifications, brochures, and/or drawings. At the minimum, responses shall include (a) name and address of the contractor; (b) point of contact including name, title, phone, and e-mail address; (c) socioeconomic classification i.e. Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub-Zone Small business, veteran owned small business, or service disabled veteran owned small business; and (d) DUNS number; Central Contract Registration (CCR), and On-Line Representations and Certifications Application (ORCA), as required by FAR 4.1102, apply to the requirement.
