- Amendment # 1: The purpose of this pre-solicitation notice amendment is to answer questions submitted to the Government. Due to system restrictions, please see Attachment # 1 to this notice for the questions and answers. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to issue a contract for commercial services in accordance with the commercial procedures in FAR Part 13.5. This procurement is being advertised as a 100% Total Small Business Set-Aside under NAICS 561621 (size standard: $12.5M). The commercial services required under this procurement include: 24/7 on-site security monitoring at NUWCDIVNPT, call center handling, response coordination, journal entry, and other similar responsibilities. The resulting contract will include Firm Fixed Price provisions with (1) Base Year and (2) Option Years; Period of Performance from 1 OCT 2011 to 30 SEP 2014. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Technical capability and past performance, when combined are significantly more important than price (Best Value). It is anticipated the solicitation will be issued within 15 days.
