Description
The Fleet and Industrial Supply Center (FISC), San Diego Contracting Department, IAW FAR Part 12, Commercial Items, intends to award a Sole Source Firm Fixed Price Contract to LaVision Inc. (211 W Michigan Ave, Ste 100, Ypsilanti, MI 48197) for the procurement of equipment for the Naval Postgraduate School (NPS). NPS has a requirement for equipment from LaVision Inc. needed to supplement and improve existing software and guarantee interface and continuity. These items will support a NAVSEA standard work package S12P44FL-OS; the study of shipboard qualifications for alternative fuels aboard a fleet operation. The items to be procured include one (1) IRO 25 Intensified relay optics with a 25mm diameter image intensifier, a photocathode S20 Phosphor P43, a 10 ns minimum gate time, 3 kHz max repetition rate, 2:1 lens coupling and external control. Equipment will also include one (1) Camera Lens Filter with a band pass for LIF for fuels with 266 nm excitation and 52 mm in diameter, and one (1) Spray Geometry Software Package with comprehensive axial and redial spray geometry analysis for steady and pulsed sprays. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their intent and capability to respond to the requirement by advising the Contract Specialist (see contact information below). This notice of intent is not a request for competitive proposals. However, any and all capable parties that can meet the requirement shall contact the Contract Specialist by 22 July 2011. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 334519.
