- Description
- NASA/GSFC has a requirement for the purchase of equipment for Phase 3 of theWallops Flight Facility Tri-Mode Flight Termination System Upgrade Project, including:One Tri-Mode Command Exciter Encoder (TMCEE) Model EX 1001; one Tri-Mode Command DecoderReceiver (TMCDR) Model RX1001, and two 2000 Watt High Power Amplifier Model SYS1023. NASA/GSFC intends to purchase the items from WV Communications, Inc. in accordance with10 U.S.C. 2304 (c) (1) - only one responsible source and no other type of supplies orservices will satisfy agency requirements, as implemented by FAR 6.302-1(a)(2). In orderfor the components procured in Phase 3 to integrate with the existing equipment they mustbe obtained from WV Communications who is the original manufacturer and sole distributorof the existing equipment.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 28, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
