Description
The Space and Naval Warfare SystemsCommand (SPAWAR) in support of the Naval Enterprise Networks (NEN) Program Management Office (PMW- 205) / Next Generation Enterprise (NGEN) is seeking industry comments on commercial solutions that support End User Communications and Collaboration (EUCC) software as a service (loosely defined as E-Mail, office automation software (word processing, spreadsheets, presentations), and groupware & collaboration tools (audio & video chat, IM, calendaring, contact manager, white boarding, etc.) that may be applicable to supporting Department of the Navy (DON) requirements. An RFI requests responses from Industry solely for information and planning purposes. An RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future, and an RFI does not commit the Government to contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to the RFI. All costs associated with responding to this RFI will be solely at the interested partys expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website and the SPAWAR E-Commerce Central website at https://e- commerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. General background information on the Next Generation Enterprise Network can be located at the publicly accessible website: http://www.public.navy.mil/spawar/PEOE IS/NGEN/NGEN/Pages/NGENReferenceLib rary.aspx The Government has established a goal of reducing its non-tactical IT (or Business) budget by 25%. To achieve this goal, the Department needs industrys best thoughts and ideas on how the Department might obtain its EUCC capabilities in a more cost effective manner. Currently, the Department employs several commercial end user communications and collaboration software tools to meet demands of the personnel and organizations that support the majority of its warfighting support (Business IT) requirements. Given todays fiscally constrained environment and under the Departments current consolidation and efficiency guidance, this continued approach is neither desired nor sustainable. In order to support Naval personnel, the EUCC solution must be capable of allowing access anywhere to enable personnel to rapidly and seamlessly integrate into Department of Defense networks, the Next Generation Enterprise Network (NGEN), and the Naval Networking Environment (NNE) as well as commercial networks. Once connected they must be able to securely: Access e-mail and collaboration services without having to create new e-mail accounts, resort to work-arounds, and manual processes; Access the data required to support mission accomplishment, without having to supply their own data storage devices, and; Effectively collaborate with coalition partners and Non- Governmental Organizations (NGOs). Interested providers of EUCC solutions that provide web based Communications and Collaboration tool services are invited to submit responses. These solutions must be universally available/accessible via a web browser on government owned, contractor owned or personally owned end user devices. The initial list of the service characteristics and capabilities being sought / considered are as follows: 1. Enterprise Email An enterprise email capability accessible via all standard web browsers and provides the following general functionality: - Basic mailbox functions including email and integrated contact management, calendaring and instant messaging. - Collaboration - Mobility Services - Archiving - e-Discovery and Litigation Hold - Security (SPAM Filtering, Security Incident and Event Management, Data Loss Prevention, Data At Rest (DAR) Encryption, Privacy, and Trusted Internet Connection capability) - Solution Installation and Training - Solution Helpdesk, and Administration - Records management 2. Browser and Platform Agnostic Online applications should operate on all standard browsers (e.g. Internet Explorer, Firefox, Chrome, Safari) and operating systems (e.g. Microsoft Windows, MAC OS, Linux, Android, iOS). 3. Open Standards - All components should adhere to open standard best practices to ensure interoperability across platforms and other applications (e.g., iCalendar, vCard, XMPP, etc.). 4. Two-factor Authentication Enforcement (or allow enforcement of) two-factor authentication, including DoD Common Access Card (CAC)/DoD Public Key Infrastructure (PKI) integration. 5. Digitally signing/encrypting emails Option of digitally signing/encrypting an e-mail when applicable. 6. Enterprise Calendar Accessible via all standard web browsers for individual users and groups, as well as the ability to view/access other individuals calendars, if approved. 7. Enterprise Voice Chat - Accessible via all standard web browsers. 8. Enterprise Video Chat - Accessible via all standard web browsers. 9. Online Word Processor The ability to create, upload, import and edit word processing files via all standard web browsers. 10. Online Spreadsheets Ability to create, upload, import and edit spreadsheet files via all standard web browsers. 11. Online Presentations Ability to create, upload, import and edit presentation files via all standard web browsers. 12. Online Forms Ability to create, upload, import and edit forms via all standard web browsers. 13. Online Drawings Ability to create, upload, import and edit drawings via all standard web browsers. 14. Co-Authoring in Productivity Apps Ability to coauthor word processing files, spreadsheets, presentations, forms, and drawings via all standard web browsers. 15. Online Discussion Groups - Ability to host online discussion groups that provide members the ability to interact with each other via threaded discussions via all standard web browsers. 16. Online Workspace Publishing Ability to create and manage online workspaces tailored towards individual projects and initiatives. 17. Online Video Sharing - Ability to upload videos and stream them via all standard web browsers and platforms, including mobile devices (smart phones, tablets, etc.). 18. Personal Online Storage / File Sharing Ability to archive, upload, extract/export, host, and share files of any type via all standard web browsers. 19. Organizational Online Storage Ability to archive, upload, extract/export, host, and share content (i.e., for workspaces, etc.) utilizing a pooled quota. 20. Enterprise Search Ability to quickly find information and content easily across all data being stored in the cloud solution. 21. Cybersecurity Adhere to and be able to comply with existing DoD security requirements delineated in DODD 8500.1, DoDI 8500.2, DODI 8510.01 and future requirements delineated in NIST SP 800-53r3. The solution should account for malware protection including Anti-SPAM, Virus Protection, and anti-phishing capabilities. It should also address electronic spillage and incident handling procedures. 22. Electronics records management. Ability to comply or be compatible with DON policy as delineated in SECNAVINST 5210.8D, SECNAV Manual M-5210.1, and DON CIO memo, Department of the Navy Electronic Records Management and Record Electronic Mail (E-Mail) Management, of 15 June 2007. 23. Privacy Ability to comply with the Privacy Act and other privacy laws. 24. The DON is interested in whole or severable (partial) solutions. The DON will entertain mitigation or alternative solutions to include security and may trade some requirements for total cost reductions. Interested parties are requested to respond to this announcement by providing questions or suggestions to the documents. All submissions should be in Microsoft Word for Office 2003 or a compatible format and are due no later than 12 August 2011. Responses shall be submitted via e- mail only to NGEN Procuring Contracting Officer, CDR John Windom, at NGENPWS_NGENPWS@bah.com Responses to this announcement shall include the following: a. Name, mailing address, phone number, and e-mail of designated point of contact; Proprietary information WILL NOT BE ACCEPTED. The Government intends to use various military and civilian Navy and Marine Corps personnel in reviewing and evaluating any responses to this announcement. The DON contracts with each company include the appropriate organizational conflict of interest and nondisclosure agreements. Any Government answers, responses and/or comments will be posted to the NGEN Reference Library. Accordingly, questions shall NOT contain proprietary or classified information.
