Description
The Bureau of Reclamation intends to award a sole source procurement to Professor Miles Light, at the University of Colorado, to continue with the ECAM model effort that has been underway for an extended period. In 2007, Reclamation entered into an Interagency Agreement (IA) with Department of Homeland Security to develop appropriate tools to generate direct and indirect economic impacts related to dam failure. Mr. Light had developed an economic impact model that Bureau of Reclamation was interested in utilizing for assessment of its dams. Mr. Light has sole proprietary rights to the model and software that has been developed in conjunction with the Bureau of Reclamation and Department of Homeland Security requirements. Based on this scenario, DHS and Bureau of Reclamation entered into a 5 year Interagency Agreement (HSHQDC-07-X-00612). Reclamation has served as the lead in executing DHS requirements in conjunction with the ongoing enhancements and development of the ECAM model. In addition to Mr. Light's sole proprietary rights to the ECAM Model, Reclamation's teaming arrangement with DHS work would be disrupted after a three to four year effort. DHS and Reclamation IT have cleared and secured Mr. Light's IT software and hardware access for off-site work efforts. If another source other than this contractor were to attempt to undertake these tasks, they would have to start over, create and deploy a completely new model, and re-issue related technical documentation. A complete reorientation and training of all private sector, state, and federal agencies would be required so as to enable the customer base to utilize the economic model. The estimated period of performance will consist of a 12 month period of performance. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government believes that only one responsible source can provide the requirement that will satisfy agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. This is not a request for competitive quotes. Responses should include the firm's DUN and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for (NAICS) Code 541990 which is $7 Million. This notice may represent the only official notice of such a solicitation.
