Description

The U.S. Secret Service (USSS) intends to negotiate on a sole source basis with the Berla Corporation, 1200 SW 12 th Street, Fort Lauderdale, FL 33315 under authority of FAR 13.106-1(b) (1), Berla Corp. will provide Blackthorn2 software. Blackthorn2 software is used for training at the National Computer Forensics Institute and is the proprietary material and intellectual property of Berla Corporation. There is no solicitation regarding this sole-source synopsis. Only written responses received by July 28, 2011 will be accepted. This notice is neither a request for quotations nor a solicitation of offers. The government's market research has determined that no other source is available to fulfill its requirements without substantial duplication of costs to the Government that is not expected to be recovered through competition, as well as unacceptable delays in fulfilling the USSS' requirements. A determination by the Government not to compete this requirement on a full and open competitive basis is solely within the discretion of the Government. No formal solicitation package is available. Interested parties may identify their interest and capability to respond to the requirement. Only written responses sent via electronic mail will be accepted. The responses must be received within by July 28, 2011 at 3:00 pm Eastern Time. The Government will not be responsible for any costs in the preparation of responses to this announcement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
