General Statement of the Purpose of this Contract and Responsibilities of the Contractor The Office of Criminal Justice Assistance and Partnerships (CAP) is part of the Bureau for International Narcotics and Law Enforcement (INL) at the U.S. Department of State. INL is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL/CAP provides technical guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to rule of law programs globally. INL/CAP seeks a Senior Advisor for Criminal Justice Assistance to serve as a subject matter expert on the Rule of Law Team and carry out a wide range of responsibilities. The Senior Advisor for Criminal Justice Assistance (SCJA) will report to the Rule of Law Team Leader within INL/CAP. The Senior Advisor for Criminal Justice Assistance is part of a team of justice reform experts and will be expected to provide guidance and assistance on a full range of legal and judicial reform issues (such as access to justice, prosecutorial reform, judicial training, etc.). SCJA will provide technical criminal justice expertise within INL/CAP and on behalf of INL/CAP in interagency settings, for activities aimed at improving INL and broader USG and international capacities to provide criminal justice sector reform assistance. S/he would serve as a resource for INL program managers by providing expert guidance in how to design, monitor, and evaluate U.S. foreign policy directives regarding the development of criminal justice sector reform programs. Specifically, the SCJA assist in the design of criminal justice reform programs (ex: access to justice, prosecutorial reform, defense bar reform and judicial reform) that are consistent with USG foreign policy goals and directives. II. Background Criminal justice assistance is a core component of rule of law development, which is why INL partners with countries to provide them with the tools, knowledge and capacity to fight destabilizing crime and promote good governance. INL currently manages criminal justice reform programs in approximately 70 countries and employs program managers and technical experts in Washington D.C. and throughout the world to implement and manage these programs. Within INL, the CAP Office houses subject matter advisors in law enforcement, the justice sector, and corrections. These advisors provide technical knowledge and input into INL programs by drawing on their real world experiences as police officers, lawyers, and correctional officials and their experience conducting justice sector programming in an overseas environment. In addition to providing technical expertise to the program offices, CAP staff coordinate and participate in interagency and multilateral efforts to improve the quality of US and international responses to criminal justice reform, including seminars and workshops, lessons-learned reviews, strategic planning activities, interagency exercises, and contingency planning for possible future operations. INL/CAP also develops strategic partnerships with a variety of domestic and international organizations in order to coordinate activities, identify new modalities for program support, and increase our roster of short and long-term experts. III. Level of Effort The position is full-time, with a minimum of 40 hours per week. IV. Relationships The Senior Advisor for Criminal Justice Assistance (SCJA) will report to the Rule of Law Team Leader within INL/CAP. V. Travel and Position Location The position is located at INL/CAP office located at the Main State Bldg 2201 C St., NW, Washington, DC. Frequent international and domestic travel will be required, and may be necessary for periods of several months. Travel will be in accordance with Federal Travel Regulations. VI. Compensation Compensation will be in the GS-13 to GS-14 range, depending upon the selected candidate's qualifications. VII. Major Position Elements • Serve as a senior criminal justice expert within the INL/CAP. • Conduct assessments and/or reviews of existing programs and procedures as a predicate to the development and implementation of initiatives and projects designed to improve the training and mentoring of actors across the criminal justice system. • Write statements of work, reports, program plans, training curricula or other materials as needed that support the effort of INL and program offices in this endeavor. • Serve as an advisory resource for INL program managers in Washington and in the field on criminal justice reform efforts. • Participate in technical review panels for new programs. • Provide professional guidance, assistance and information to INL staff as required with respect to the generic function of foreign criminal justice actors and institutions. • Draft policy and advocacy papers, attend meetings and conferences and represent INL in the interagency consultative and deliberative processes. • Facilitate exchange of information and best practices to ensure robust communication on rule of law issues within INL and with the interagency. • Prepare background materials, speeches and talking points for a range of Department of State staff including but not limited to the INL/CAP Office Director, INL Deputy Assistant Secretaries and INL Assistant Secretary. • Participate in outreach activities with domestic and international legal communities to increase awareness of INL programs and policies and assist in the recruitment of short and long-term experts for INL projects. • Establish direct and frequent liaison with appropriate directors, managers, and officers of relevant U.S. Government federal agencies, state and local bar associations, public defender services and district attorney offices, the private sector, and non-governmental organizations in order to coordinate on relevant rule of law programs. • Other duties as requested and assigned by the Rule of Law Team Leader and/or the INL/CAP Office Director or his/her designee. VIII. Minimum Qualifications • U.S. Citizenship • The ability to obtain a Secret Level Department of State security clearance. • A law degree from an ABA-accredited law school. • At least 3 years experience and a demonstrated successful track record in criminal justice reform programming overseas. • At least 5 years experience as a defense attorney, prosecutor, or a judge. • Excellent oral and written English communication skills and the demonstrated ability to write for senior officials. • A working knowledge and demonstrated proficiency in Microsoft Office. • Strong interpersonal skills and experience working in a team environment under limited time pressure. • Demonstrated ability to coordinate and collaborate with a wide range of stakeholders. IX. Preferred Qualifications • Familiarity with project design and development, program evaluations, strategic planning and performance metrics. • Prior experience working with international organizations. • Experience working with justice sector reform efforts implemented by other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). • Foreign language skills. • Experience working in different regions throughout the world and a demonstrated understanding of the major legal systems throughout the world. X. Evaluation Criteria • Experience working in the criminal justice field as a defense attorney, prosecutor and/or judge. (25%) • Knowledge and ability to assess, develop, monitor and evaluate rule of law assistance programs anywhere in the world. (30%) • Successful track record of working in a team environment. (20%) • Ability to communicate complex issues in a timely and concise manner, both orally and in written form. (15%) • Experience in working in an overseas environment and the ability to perform key responsibilities under austere conditions. (10%)
