Solicitation Number:NNG11396699LNotice Type:Sources SoughtSynopsis:The National Aeronautics and Space Administration (NASA) is soliciting informationthrough this Request for Information (RFI) for work on the planned upcoming competitiveacquisition entitled ETIS follow on, which is a single follow-on to the EnvironmentalTest & Integration Services (ETIS) contract performed at the Goddard Space Flight Center(GSFC) in Greenbelt, Maryland. NASA solicits responses from interested parties in regardto vendor capability and interest. NASA is seeking capability statements from both largeand small businesses to aid in the acquisition planning for this requirement. SmallBusinesses interested in this opportunity may decide to partner in a joint venture withother small and/or large businesses in order to meet the requirements in the futureacquisition.SECTION 1-BACKGROUND1.1BACKGROUND INFORMATION - The mission of the Goddard Space Flight Center (GSFC) isto serve as a national resource for discovery in Earth Science, Space Science, andTechnology Development. This mission is carried out through the use of scientificinstruments, spacecraft, sounding rockets, balloons, satellite servicing, and supportingground systems. To fulfill this mission GSFC maintains the onsite capability to functionas a full spectrum end-to-end research and development laboratory. Scientific missionscan be carried out from concept, through design, manufacture, test, and operations. GSFCis committed through its strategic institutional goals to maintaining and upgradingGSFC's core infrastructure, laboratory facilities, and equipment to preserve the Center'spreeminence as a national resource and Center of Excellence.The GSFC Environmental Test Engineering and Integration facilities are managed by theApplied Engineering and Technology Directorate's Mechanical Systems Division to provideenvironmental test capability that ensures spacecraft and flight experiments willwithstand the rigors of launch and will operate properly in the space environment. Othertechnical facilities managed by a variety of GSFC organizational codes provide a fullspectrum of technology and flight-mission development capabilities. In addition tooperations, these technical facilities have on-going goals of advancing the stateof-the-art in the development of improved space flight systems. The GSFC EnvironmentalTest Engineering and Integration Facilities are one of the most complete andcomprehensive complexes within the United States.1.2PURPOSE OF RFI - NASA solicits responses from interested parties in regard tovendor capability and interest. NASA is seeking capability statements from both large andsmall businesses to aid in the acquisition planning for this requirement. This RFI is notto be construed as a commitment by the Government, nor will the Government pay for theinformation submitted in response. This document is for information and planning purposesonly and to allow industry the opportunity to express the range of capability in themarket. Respondents will not be notified of the results. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted bythe Government to form a binding contract. Pursuant to FAR 52.215-3, this RFI isprotected pursuant to the Freedom of Information Act and other laws and regulations andinformation identified by a Respondent as 'Proprietary or Confidential' will be keptconfidential. It is emphasized again that this RFI is for planning and informationpurposes only, it is not to be construed as a commitment by the Government to enter intoa contractual agreement, nor will the Government pay for information solicited.SECTION 2-SCOPE OVERVIEW2.1STATEMENT OF NEED - This is not a request for Proposal, Quotation, or Invitationfor bid notice. The following information is included as a description of the currentrequirements scope: Provide the personnel, materials, and facilities necessary toperform Mechanical Systems Engineering and related multidiscipline services. Theengineering areas of emphasis are multidisciplinary. SECTION 3-RESPONSES TO RFI3.1TECHNICAL CAPABILITIES - In response to this RFI, interested offerors shalladdress the following requirements by August 12, 2011. Respond to each item below(identify by number) by describing your ability to fully perform each activity. Document your demonstrated experience for each activity by providing objective evidenceof that experience (brief examples that clearly indicate specific, demonstratedexperience as it relates to spacecraft and flight experiments). If you are unable tofully perform an activity, identify such is the case, and address how you may accommodatethe area(s) that you cannot currently perform. 1.Operation, maintenance, and upgrade of environmental test equipment andfacilities located in the GSFC Integration and Testing Complex. This test equipment andfacilities can be used to simulate the three environments for flight qualification. Thelaunch environment (acceleration forces, vibro-acoustics), the space environment (vacuumand temperature extremes), electromagnetic (radiated emissions). This also includes theMagnetic Test Site (which is located approximately 3 miles from the main campus). Othertechnical facilities are located at various locations within GSFC like those used forstructural characterization such as a spin balancing table and modal survey facility.2.Operation, maintenance, and upgrade of manufacturing and electroplating equipmentand facilities primarily located in GSFC Advanced Manufacturing shop. 3.Mechanical, and optical integration of spacecraft, flight experiment components,instruments, sub-assemblies and systems.4.Design, fabricate, and manufacture custom spacecraft, flight experimentcomponents, instruments, sub-assemblies and systems5.Design, manufacture, and operation of ground handling equipment and fixtures6.Design, manufacture, and operation of optical alignment and calibration systems7.Design, manufacture and installation of space flight thermal blankets 8.Design, manufacture and installation of space flight and ground support systemcable harnesses9.Design, manufacture, and installation of technical facilities including building,building elements, utility systems, and technical equipment and systems10.Define, analyze, and resolve electromagnetic radiation issues relating tofacility and satellite ground support equipment operation within the test complex.Support spectrum signature analysis to insure interference-free and safe operation of allfacility-located electromagnetic wave sensing devices.11.Test and Integration engineering and engineering analysis12.Cleanroom operation and maintenance13.Contamination control services14.Maintenance and operation of certain physical plant systems such as processedwater, emergency
power, LN2/GN2 storage systems, and conditioned cleanroom air HVACand humidity systems15.Testing and inspection of lifting devices and equipment (LDE), and pressurevessels and pressurized systems (PV/S)16.Facility and operations safety17.Data acquisition and analysis system development and managementThe following management functions are required to support the on-site operation andadministration of the required services: senior executive management, supervisory linemanagement, project management for facility improvements and environmental projectengineering, cost control and contract administration, human resources, equipment andproperty control and configuration control.A Statement of Work (SOW) will define the technical scope of the contract. Task Ordersissued under the contract shall define the quantity and complexity of work in terms ofnumbers of tests or operations that will be required, the applicable period ofperformance, and the identification of facilities and equipment. Together the SOW andTask Orders establish the basis for the contractor to respond with a Task Order proposal.The proposal shall include organization, skill mix, and staffing level proposed to meetthe contract requirements.3.2RESPONSE INSTRUCTIONS - All written documents shall be in Microsoft Word andshall be no more than 10 pages (8.5'x 11', using not smaller than 12 point Arial font) inlength. NASA is seeking capabilities from both large and small businesses for thepurposes of determining the appropriate level of competition and small businesssubcontracting goals for this requirement. Small Businesses interested in thisopportunity may decide to partner or form a joint venture with other small and/or largebusinesses in order to accomplish the ETIS requirements. NASA is seeking capabilitystatements from all potential sources for the purpose of aiding in the acquisitionplanning for this requirement.3.3ADDITIONAL INFORMATION - A one-page summary shall be included with the capabilitystatement(s), which identifies the companys specific capabilities that are relevant tothe requirement. In addition, the summary should also include the following: Name andaddress of company, average annual revenue for past 3 years, number of employees, type ofbusiness ownership (i.e., Large Business, Small Business, Women-Owned Small Business,Small Disadvantaged Business,8(a) Business, HUBZone, Service-Disabled Veteran-Owned SmallBusiness, and Veteran-Owned Small Business), and location of the business. The one pagesummary page will not count against the maximum page limit. No solicitation exists;therefore, do not request a copy of the solicitation. If a solicitation is released itwill be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. Interestedofferors shall address the requirements of this RFI in written format by electronic mailto Monique Leigh at: Monique.C.Leigh@nasa.gov no later than August 12, 2011 by 5:00pmEST. When responding, reference ETIS RFI.Comments which demonstrate clear benefit to performance and cost are of particular valueand interest to the Government.Given the potential scope of work (operations, maintenance, task planning & integration,design, development and systems engineering) available for subsequent solicitation, theGovernment is very interested in industry comment and recommendation for the mosteffective contract structure, and scope. Provide a recommended contract structure andscope of contract for the requirements described within. Describe the reasoning behindyour recommendations. This pre-solicitation synopsis is not to be construed as a commitment by the Government,nor will the Government pay for the information submitted in response. Respondents willnot be notified of the results. To the full extent that it is protected pursuant to theFreedom of Information Act and other laws and regulations, information identified by arespondent as 'Proprietary or Confidential' will be kept confidential. It is emphasizedthat this RFI is for planning and information purposes only, it is not to be construed asa commitment by the Government to enter into a contractual agreement; nor will theGovernment pay for information solicited. An ombudsman has been appointed -- See NASA Specific Note 'B'. The solicitation and any documents related to this procurement will be available over theInternet.
