- This pre-solicitation and solicitation synopsis is for a construction contract to provide the required supervision, personnel, tooling, parts, and equipment to perform the following repairs on each of six (6) Storage and Retrieval Machines (SRMs) in Tobyhanna Army Depot's Mini-Load Storage Area. The Replacement parts must be able to maintain the system's current lift and lowering speed of twenty-two (22) feet per minute (without load). Contractor shall: (1) Replace the SRM power conductors (480 VAC 3-phase conductors, 120 VAC conductor, and 5- volt conductor) for the main SRM power and other components of the SRM including communications. Replacement shall entail new power collector trolleys, new continuous ribbon conductor bars, and all brackets and any other materials required to mount the new power rails and conductor bars. The existing power feed (to the conductors) in each aisle shall remain intact and be re-used. (2) Replace the vertical reducer, cable drum weldment, wire rope assembly, sheave mounting assembly, and cable drum, as a minimum (the existing vertical motors shall be re-used). All parts shall be compatible with the current HK Systems Automated Storage and Retrieval Mini-Load System originally installed in 1985. All parts shall be new. Used or re-furbished parts will not be accepted. As Tobyhanna Army Depot (TYAD) cannot shutdown the mini-load storage and retrieval operation for any significant amount of time during the week, all work shall be performed between the hours of 3:30 PM Friday and 11:00 PM Sunday. The work shall be performed in six (6) consecutive weekends or less. The period of performance is 110 days from the date of award. The mini-load storage and retrieval area (All 6 SRMs) shall be in full operation at the end of each weekend's work. Estimated magnitude is between $100,000 - $250,000. NAICS is 238990 (All Other Specialty Trade Contractors); average annual receipts $14.0 Million. Solicitation Number W25G1V-11-R-0053 applies. This solicitation, including specifications, will be issued electronically only. No paper or disk will be available. Issue is in accordance with FAR 4.502, 5.102(d) and FAR Part 15, Contracting by Negotiation. Actual issue and due dates shall be as established in the solicitation. The RFP will be available for download on the FEDERAL BUSINESS OPPORTUNITIES PAGE. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is incumbent upon interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. Failure to obtain amendments and/or acknowledge amendments by the time set for solicitation closing may result in rejection of the offer. Offerors are notified that offers may be submitted in hard copy or electronic format to dana.kavitski@us.army.mil. Any resultant contract will be Firm Fixed-Price. All prospective offerors must be registered in Central Contract Registration (CCR) prior to award of contract with any DOD agency. Approximate issue and offer due dates are 27 July, 2011 and 26 Aug 2011 respectively. Actual issue and due dates shall be established in the solicitation.
