- Repairs to Airfield High Mast Light Cluster Solicitation This is a combined synopsis/solicitation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested using this solicitation. Quoters are responsible for monitoring this site for the release of any amendments or other pertinent information. This solicitation will be issued as a request for quotation (RFQ) in accordance with the Federal Acquisition Regulation under the solicitation number: FA4484-11-T-0022. This solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular, Defense Federal Acquisition Regulation Supplement, and Air Force Acquisition Circular. The North American Industry Classification System (NAICS) code 238210 and the business size standard is $14,000,000. This solicitation is 100% set-aside for service disabled veteran owned small businesses IAW FAR 52.219-14. This solicitation is for the Repairs of an Airfield High Mast Light Cluster located on the McGuire Area of Joint Base New Jersey. The repairs include but are not limited to the operation of the light cluster and the lifting and lowering control mechanism which includes all lighting, light fixtures, clutches, electrical connections and any other parts associated with the proper operation of the light cluster and stanchion. A complete price breakdown is required with quotation. In order to receive award, contractor must be registered in CCR [https://www.bpn.gov/ccr/default.aspx]. ORCA [https://orca.bpn.gov/] certification must be current. With submission of quotation, include company Tax ID #, DUNS number, and CAGE code. A site visit will be conducted on 25 July at 1000. Offerors who plan to attend should fax or email a list of attendees to include names, Social Security Numbers, Driver's License Numbers and State of issue to Paul S. Gouveia and James E. Kelly at 609-754-4642 no later than 20 July at 1200 for security processing. The list should be limited to two attendees per company. Failure to respond in a timely manner may result in delay or denial of access to the installation. The meeting will be held at Bldg 2402. We will meet and proceed to the site of work. Please arrive for the site visit no earlier than 0945. Questions should be submitted in writing via above fax number or emailed to paul.gouveia@us.af.mil or james.kelly13@us.af.mil. This site visit is mandatory to ensure you as an offeror are providing a full and complete quote that encompasses all of the work required. The place of delivery, final acceptance and FOB destination point is Joint Base Mcguire-Dix-Lakehurst, NJ. Acceptance will be performed by the Government or a Government representative at designated government location. The FAR provision 52.204-7 Central Contractor Registration (APR 2008), applies to this acquisition. In accordance with FAR 13.004 -- Legal Effect of Quotations the following information is provided in regards to quotations: A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing. In other circumstances, the supplier may indicate acceptance by furnishing the supplies or services ordered or by proceeding with the work to the point where substantial performance has occurred.
