Description
The U.S. Army Contracting Command Aberdeen Proving Ground - Belvoir Division, on behalf of Project Manager Close Combat System (PM CCS) intends to negotiate with Non-Intrusive Technology, Inc., (NIITEK) 23031 Ladbrook Drive Dulles, VA, on a sole source basis to provide Original Equipment Manufacturer (OEM) specific spare and repair parts to sustain the current fleet of the Husky Mounted Detection System (HMDS). A limited number of HMDS and initial spare parts may also be procured under the proposed effort. The HMDS provides an advanced, high-performance, ground penetrating radar (GPR) with the capability to detect metallic and non-metallic underbelly Improvised Explosive Devices (IEDs) and pressure plates used to detonate IEDs and antitank landmines buried in primary and secondary roads. The system has a probability of detection greater than or equal to 0.90 and a false alarm rate less than or equal to 0.001 per square meter, with detection speeds greater than 5 kilometers per hour. Currently, the HMDS is used to support Overseas Contingency Operations (OCO). The proposed action must provide spare and repair parts that are used in the specific HMDS configuration which is currently fielded. The estimated period of performance is twelve (12) months with two twelve (12) month option periods. The resultant contract will be a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. It has been determined that NIITEK, Inc. is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements.' The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 15 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contract Specialist, Tristina Patterson at tristina.l.patterson.civ@mail.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
