Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division intends to award a firm fixed priced (FFP), 5 year Indefinite Delivery Indefinite Quantity (IDIQ) contract for Personal Defense Weapon (PDW) Thermal Clip-on and repairs. The Government anticipates procuring the following: CLIN 0001 “ PDW Thermal Clip-on with visible laser pointer, CLIN 0002 “ PDW Thermal Clip-on with infrared laser pointer, CLIN 0003 “ Test Teardown and Evaluation, CLIN 0004 “ Non-warranty repairs, CLIN 0005 “ DATA: Not Separately Priced (NSP). CLIN 0001 through 0004 is planned to have a combined Minimum of $20,000 and an estimated Combined Maximum of $8,750,000. This procurement will be delivered FOB Destination: NSWC Crane, 300 Hwy 361, Crane, IN 47522. Delivery is required to commence with 50 each 60 days from effective date of the contract/delivery order. Inspection will be performed by DCMA at source with final acceptance taking place at destination by the Government. Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.bpn.gov/ccr/contractors.aspx. Information about the JCP is located at http://www.dlis.dla.mil. In accordance with FAR 4.1201, the Offeror shall also complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov in conjunction with required registration in the CCR database. A solicitation shall be posted to the internet. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. A commercial solicitation shall be issued utilizing full and open competition procedures. The Government anticipates awarding a Firm Fixed Price contract that will be awarded using FAR part 12 and part 15, as a result of the solicitation that will follow this announcement. Responsible sources may submit a proposal which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. All changes to the requirement that occur prior to the closing date of the solicitation will be posted to FedBizOpps as amendments issued to the solicitation. For changes made after the closing date, only those Offerors that submitted a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed; interested sources must download the document from the websites names above. All responsible sources may submit a proposal, which shall be considered.
