Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Sealed bids are being requested and a written solicitation will not be issued. This solicitation is being issued as Invitation for Bid (IFB) Number W912P5-11-B-0014. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44. The North American Industry Classification System (NAICS) Code is 441220 with a small business size standard of 500 employees. This acquisition is 100% set-aside to Small Business concerns. From this IFB, the Government intends to award one firm-fixed price, commercial item contract. The Government intends to award without discussions to the responsible and responsive Small Business that provides the lowest price. Electronic or Facsimile bids will be rejected. The period of acceptance of bids that the bidder agrees to hold the price in its bid will be 60 calendar days from the date of receipt of bid. REQUIREMENT: The contractor shall furnish all labor, materials and equipment, and perform all work necessary and required to deliver four (4) new red Polaris 800 EFI Ranger Utility Vehicles (or equal), Polaris Part Number R11TH76AR, with all accessories (or equal) listed on the bidding schedule (attachment) installed and operational. "Or Equal" products must meet or exceed the salient physical, functional, and performance characteristics of the Polaris part numbers provided. The date of contract completion (delivery) shall be 30 Calendar days after award. The place of delivery and acceptance is FOB Destination: Wolf Creek Resident Engineer Office, 100 Powerplant Road (a.k.a. Raymann Road), Jamestown, KY 42629. BID SCHEDULE: The Contractor shall complete the "Bid Amount" column of the bid schedule document (.pdf) that is available as an attachment to this posting. All line items of the bid schedule must be priced. If the Contractor intends to provide "equal" products that meet or exceed the salient physical, functional, and performance characteristics of the Polaris part numbers provided, the Contractor shall complete the "If Equivalent, List Brand and Part Number" column of the bid schedule in addition to completing the "Bid Amount" column. If the Contractor intends to provide "equal" products the Contractor should include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the Contractor or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the Contractor clearly indicates in its offer that the product being offered is an "equal" product, the Contractor shall provide the brand name product referenced in the solicitation. AGREEMENT: The Contractor is required to sign this document and return the original and one (1) copy to the issuing office. By signing below, the Contractor agrees to furnish and deliver all items set forth or otherwise identified above and on any additional sheets subject to the terms, conditions, and provisions specified herein. The following may be required from the successful low bidder prior to actual award of the contract: a minimum of one (1) banking reference, business line of credit letter from bank, a copy of the most recent financial statement for their firm and a minimum of three (3) past performance references for similar contracted work. PUBLIC OPENING OF BIDS: Bids will be publicly opened at 2:00 p.m. Central on July 14, 2011, at the Estes Kefauver Federal Building, U.S. Army Corps of Engineers (USACE) Bid Opening Room A-604 (6th floor), 110 9th Avenue South, Nashville, Tennessee, 37203. The content will be released as public information to all present. A bid abstract will be posted on fedbizops.gov after bid opening. MODIFICATIONS PRIOR TO DATE SET FOR CLOSING OF INVITATION FOR BID. The right is reserved as the interest of the Government may require, to revise or amend the specifications prior to the date set for submission of bid. Such revisions and amendments, if any, will be announced by an amendment or amendments to this IFB. If the revisions and amendments are of a nature which requires material changes in quantities or prices proposed or both, the date set for receipt of bids may be postponed by such number of days as in the opinion of the issuing officer will enable bidder to revise their bid. In such cases, the amendment will include an announcement of the new date for receipt of bid. The Contractor shall acknowledge the number of amendments by listing in the above blank. INSURANCE: Insurance shall conform to DFARS 245.7310-3 Liability and Insurance requirements. CENTRAL CONTRACTOR REGISTRATION (CCR): All contractors must be actively registered in the CCR database, www.ccr.gov, to be considered for award. See FAR Clause 52.212-4. The vendor shall be self certified as a small business in CCR under the North American Industry Classification System (NAICS) code specific to this procurement, which is NAICS code 441220. ONLINE REPRESENTATIONS AND CERTIFICATIONS APPLICATION (ORCA): Effective January 1, 2005, contractors who submit a proposal are required to register in the ORCA database, https://orca.bpn.gov. ORCA registration replaces the hard copy of Representations and Certifications.
