- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NEED2000-11-03215 is being issued as a Request for Quotation. The North American Industry Classification System Code (NAICS) is 611310 and business size of $7.0M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NEDSIS), Office of Research and Applications (E/RA), has a project entitled Satellite Reprocessing in Support of NOAA CDR and Reanalysis Program. NOAA/NESDIS is reprocessing and recalibrating radiance data from the NOAA and other polar-orbiting satellite series. The instruments being investigated include MSU/AMSU/ATMS, SSU, and GPSRO, etc. In this project, we will recalibrate and reprocess the 31 years of AMSU/ATMS/SSU radiance sensor data records (SDR) using simultaneous nadir overpass. We will correct the CO2 leaking problems in the SSU cell pressure for consistent reanalysis data assimilation. We will develop intercalibration schemes to generate consistent long-term time series from AMSU/ATMS/SSU and GPSRO. We will collaborate with NCEP and ECMWF to compare reanalysis bias corrections with NESDIS/STAR satellite calibration effort. In summary, this project supports the NOAA Scientific Data Stewardship (SDS) program and NOAA/NCEP reanalysis activities. Detailed Tasks: 1) Generate consistent SSU radiance SDRs and TCDRs. Continue working on bias corrections to reduce inter-satellite biases. Limb-corrections, instrument CO2 leaking corrections, atmospheric CO2 concentration corrections, diurnal sampling corrections, SNO calibration, and statistical merging have already been completed in previous project years. Version 1.0 of SSU FCDR and TCDR has been released in the second project year. In this project year, tasks will be focusing on merging of the SSU and AMSU channels. ATBD for SSU FCDR and TCDR are expected to be completed in this project year; and 2) Validation against GPSRO data. The recalibrated AMSU/SSU stratospheric channels will be compared to the GPSRO observations for an error and stability assessment. Period of Performance: Date of Award through June 30, 2012. The resulting purchase order shall awarded on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - Effectively meeting the requirements; 2) Past Performance - Includes relevant experience which describes at least two (2) relevant projects performed in the last two years and quality of performance; and 3) Price - Price will be considered but not evaluated. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E) - Superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Poor (P) - Fails to meet to or more requirements; Unsatisfactory (U) - No acceptable, not adequate to carry out.
