Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NEEB4000-11-03258 is being issued as a Request for Quotation. The North American Industry Classification System Code (NAICS) is 611310 and business size of $7.0M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NEDSIS), Office of Satellite Data Proc & Dist (E/SP), has a project for an algorithm to translate sea ice stage-of-development characteristics from WMO egg coded ice charts from the Arctic and Antarctic into integrated ice thickness estimates on a 4km grid. This contract shall be used to purchase time to develop a scripting module that transforms electronic ice charts with WMO egg code characteristics into an estimate of ice thickness distribution. Results of ice thickness estimates shall contain an integrated mean, a depiction of the distribution, and an uncertainty field for each grid cell in the output. In addition, the output shall contain fields to summarize the last time the grid cell was updated to ensure regional updates are properly documented in the final output. The scripting module shall work using regional NIC ice charts and run computationally efficient to render full global ice chart products. The output shall be on a hemispheric grid that matches the IMS 4km grid and projection (http://nsidc.org/data/g02156.html). A maintenance manual and operation's manual for the module shall be provided written before the end of the project. The Statement of Work is fully incorporated into this posting. Period of Performance: Date of Award through August 31, 2012. The resulting purchase order shall awarded on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - Includes relevant experience which describes at least two (2) relevant projects performed in the last two years and quality of performance; and 3) Price - Price will be considered but not evaluated. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E) - Superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Poor (P) - Fails to meet to or more requirements; Unsatisfactory (U) - No acceptable, not adequate to carry out. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
