- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a non-competitive action in accordance with Section 4202 of the Clinger-Cohen Act of 1996. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-49. The applicable NAICS code is 519190. The U.S. Special Operations Command (USSOCOM) anticipates contracting on a sole source basis to SAI Global, 610 Winters Avenue, Paramus, NJ 07652 to purchase a commercial parts database to provide market research information. This system needs to provide services to three (3) users located at the Technology Applications Program Office, Ft. Eustis, VA. This database will include but not be restricted to: Automated log-in process to online database (Not available through Haystack); User friendly interface and condensed print outs; Listing of commercial and stock listed aircraft parts and authorized alternate part numbers; Listing of National Stock Numbers (NSN) with corresponding commercial part numbers; Vendor information; Pricing data; And specifications and military standards. The period of performance will be twelve (12) months from date of contract award with the option for an additional four-eight (48) months. FOB and Acceptance/Inspection is at destination by a Government representative. All items to be delivered to Technology Applications Program Office, 408 Lee Blvd, Ft. Eustis, VA 23604. The Government intends to issue a Firm Fixed Price contract for which the Government does not own the specifications to permit full and open competition. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), only one responsible source and no other supplies and services will satisfy agency requirements. The following provisions and clauses are applicable to this procurement: FAR 52.211-15, Defense Priority and Allocation Requirements; 52.212-1, Instructions to Offerors--Commercial; 52.212-3, Offeror Representations and Certifications--Commercial Items (Offerors are instructed to complete this section and return with their price list, unless it is available on-line as implemented under ORCA (On-line Representations and Certifications Application)); 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (specifically, but not limited to 52.203-6, 52.219-6, 52.219-8, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222.35, 52.222-36, 52.222-37, 52.222-39, 52,225-13, 52.232-33) ; 252.211.7003, Item Identification and Valuation; 252.212-7000, Offeror Representations and Certifications--Commercial Items; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable to Defense Acquisitions of Commercial Items (specifically, but not limited to 52.203-3, 252.205-7000, 252.225.7001, 252.225-7012, 252.225-7014, 252.243-7002, 252.247-7023, and 252-247-7024). All interested parties must be registered in the Central Contractor Registration (CCR) Database in order to receive a contract award. The Defense Priorities and Allocations System (DPAS) assigned rating is DOA1. Quotes are due no later than 15 July 2011, by 2:00 PM Eastern Standard Time. SAI Global is the only known source, however, interested parties may identify their interest and capability to respond to the requirement, and submit a quote. All responsible sources that submit an offer will be considered. A solicitation document is not available.
