- The North Atlantic Regional Contracting Office, Womack Army Medical Center, Fort Bragg, NC 28310. This is a notice of the Government's intent to solicit, negotiate and award a sole source contract using other than full and open competition for a Temperature Alarm system validation and warranty contract with Rees Scientific Corporation, 1007 Whitehead Road, Trenton NJ 08638-2405. Rees is the manufacture of the alarm system that we now use at Blood Donor Center. Requirement is set-aside for small business. 1. Comprehensive Once Yearly IQ/OQ of System with full documentation provided to satisfy regulatory authorities. Comprehensive system test verifies, calibrates and documents all system functions including readings, databases, alarms, dial-outs, outputs, reports, and user programming. Includes One Year Onsite Service Plan with 24/7 Technical Support. For One Year, includes all Parts and Labor resulting from a verified defect. Includes approximately 100 page GMP/GLP IQ/OQ validation report, 1000 page software validation test report, calibration of temperature and humidity with traceable equipment, copies of reference equipment calibration certificates and onsite refresher training at PM visit. Payment due in full upon receipt of order. Customer Responsible to Approve and Review all Validation Documentation prior to Technicians Departure. Any Subsequent Corrections Could Involve Additional Charges. The software is proprietary and maintenance of the system requires intimate knowledge of the system software. Upgrading of software is included in the proposed contract. 3. The onsite validation requires protocols, documentation, and proprietary software updates specifically designed for this system. In order to maintain and guaranteed operating status per the manufacture specifications, the system must be serviced and validated. This notice of intent is not a request for competitive proposals. However, all proposals received after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
