- Delivery Schedule This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Labor, OASAM Office of Procurement Services, on behalf of the Bureau of Labor Statistics intends to procure detailed household expenditure data with which to analyze, evaluate and improve the Consumer Price Index (CPI). Specifically, The BLS is seeking a contractor to provide expenditure data on the items households buy and the retail stores they frequent. The data will be compared with CPI data in order to evaluate the completeness and the accuracy of the expenditure estimates used in the CPI. Additionally, the data will be used to evaluate population specific consumer price indexes for a variety of alternative demographic based populations. The period of performance is for 12 months from date of contract award. This action will result in a Firm Fixed Price contract with no option periods. Solicitation number DOL111RP21305 is applicable and is issued as a request for proposal (RFP). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This is an unrestricted requirement. The NAICS code for this contract action is 541720 and the size standard is $7.0 million. The anticipated award date is August 9, 2011. All responsible sources may submit a proposal, which will be considered. Award of this contract will be made on a competitive Lowest Price Technically Acceptable basis. The Government will award a contract resulting from this RFP to the responsible offeror whose offer conforming to the RFP offers the Lowest Price Technically Acceptable to the Government, with appropriate consideration given to the two evaluation factors, Factor I - Technical and Factor II - Price. In order to be deemed acceptable an offeror's proposal must fully meet task 1 and 2 of the Statement of Work. Proposals shall be submitted via email to the Point of Contact (POC), Elijah N. Gross Jr. at gross.elijah@dol.gov. STATEMENT OF WORK 1. Objectives. The Bureau of Labor Statistics has an ongoing need for detailed household expenditure data with which to analyze, evaluate and improve the Consumer Price Index (CPI). Specifically, the BLS is seeking a contractor that collects household expenditure data on the items households buy and the retail stores they frequent. The data provided by the survey will be compared by BLS staff with CPI data in order to evaluate the completeness and the accuracy of the expenditure estimates used in the CPI. Additionally, the private contractor data will be used by BLS to evaluate population specific consumer price indexes for a variety of alternative demographic based populations. In order to fully achieve these objectives item data provided must be at a level of detail equivalent to Universal Product Codes, stores must be identified by name or code, and household records must include a variety of demographic characteristics such as age, family size, and income. The expenditure data must be based on data collected from households through the use of electronic scanning equipment. This request covers a 12-month calendar year beginning in 2010 or later. Earlier years of data are also highly desirable and a purchase option for these should be included in any response. The data shall be in an electronically accessible form such as a PC database. 2. Background. The CPI is a Federal Principal Economic Indicator and is constructed using four primary surveys. Two of the surveys, the CPI Commodities and Services Survey and the CPI Rent survey are conducted by BLS field staff who visit retail outlets and other places where consumers purchase goods and services for household (or family) consumption; or visit landlords to collect information on the rent and services received by tenants. The remaining two surveys are conducted by the Bureau of the Census under contract to BLS. These two surveys, the Telephone Point of Purchase Survey and the Consumer Expenditure Survey (Diary and Interview) are targeted at households and collect information on the spending habit and the outlets frequented by urban households. The results of the expenditure survey, what consumers purchase, and the TPOPS survey, where consumers make purchases, are combined into statistical samples that are priced by BLS field staff in the CPI commodities and services and the CPI rent surveys. Because of the importance of the CPI, it is critical that the resulting index is accurate, timely and relevant. To assure the accuracy and relevance, the BLS periodically examines the results of the surveys in order to benchmark our processes and our products. The data requested in this Statement of Work will be used for the examination. 3. Scope. The contract requires at least 12 consecutive months of household-level panel data on consumer purchases. The 12-month period covered by the data must be taken from the most current 18 calendar months. The purchase data must be collected primarily by individual household scanners. However, other data collection methods are acceptable so long as all tasks and performance requirements are met. 4. Description of Tasks. 4.1 Task 1 - The vendor shall provide household transaction level expenditure data for consumer purchases drawn from a monthly survey of 65,000 households. The data shall include individual consumer household purchases for at least 12 consecutive months period drawn from the previous 18 months subject to the following: ¾ The contractor shall use a survey to collect the household expenditures that is based on probability sampling methodology recognized as appropriate by the American Statistical Association. ¾ The data shall be accessible through the Statistical Analysis System (SAS) version 9 or higher. ¾ Individual transaction level data are required. Each transaction record (expenditure) shall include the quantity purchased, the price of the unique item and the total cost for the purchased quantity. ¾ Each transaction record (expenditure) shall be associated with a UPC (barcode), store or outlet name, and a household identifier so that data may be aggregated by item, outlet and or household. - For each UPC transmitted, the vendor shall provide the product name and product description referenced by the UPC code. - For each outlet code transmitted, the vendor shall provide the outlet name, address, and outlet type. ¾ Each transaction (expenditure) will be associated with a code that indicates whether the product purchase was made at a sale (discount) or regular price and, if on sale (discount), was the source of the discount a store/chain sale, a store/chain coupon, a manufacturer coupon, or some other discount. ¾ UPC's shall be inclusive of the items sold in grocery, drug, and mass merchandise stores and shall cover all food and non-durable items. ¾ Store or outlet data shall include outlet name and outlet address data. ¾ The following geographic and demographic information shall be appended to each household record: - Number of members in the household - Age of household head or primary shopper - Sex of household head or primary shopper - Race of household head or primary shopper - Education level of household head or primary shopper - Occupation of household head or primary shopper - Income level of household, in dollars or coded into at least 10 brackets - The metropolitan, city, identifier for each household - A household weighting factor to enable calculations at the metropolitan, regional, and national level. 4.2 Task 2 - The vendor shall provide to BLS the data described within this statement of work either by physically delivering the required data to the BLS on a computer disk or other compatible memory device. 5. Performance Standards. Within 60 days of the signing of the contract, the vendor will: a. Provide BLS with a proposed data set organization, with lists and descriptions of all variables. b. Provide BLS with sample and survey design documentation which describes time periods, item coverage, and geographic location and sampling methodology. c. Provide BLS with a delivery schedule for the data files. d. Deliver the actual data 6. Place of Performance. Data files and/or proprietary software will be delivered, installed, and/or maintained at the Bureau of Labor Statistics, 2 Massachusetts Avenue. NE Washington DC 20212. All analysis work with these data will be performed at this address. 7. Travel. Vendor may be required to perform limited travel to Washington to provide technical training and meeting with IT specialists for any proprietary software, search tools, etc., included in vendor proposal 8. Period of Performance. The period of performance is for 12 months from date of award. 9. Delivery Schedule. See attachment 1. 10. Security. Work performed under this contract will be unclassified. BLS and CPI will treat all personally identifiable data as confidential consistent with BLS Commissioner Order #1-06 and with the provisions of the Confidential Information Protection and Survey Efficiency Act (CIPSEA).
