- AMENDMENT OF N40442-11-T-6100 CLASSIFICATION & POSITION MANAGEMENT SUPPORT SERVCIES Combined synopsis/solicitation N40442-11-T-6100 is amended to (1) include not to exceed pricing for travel CLINs, (2) to revise the instructions clause 52.212-1, (3) And to revise the evaluation clause 52.212-2. Contract Line Items (CLINs): CLIN 1001: Classification and Position management support services (base period) = $ CLIN 1002: Travel (base period) = $1,000 NTE CLIN 2001: Classification and Position management support services (1st option period) = $ CLIN 2002: Travel (2nd option period) = $1,000 NTE CLIN 3001: Classification and Position management support services (2nd option period) = $ CLIN 3002: Travel (3rd option period) = $1,000 NTE CLIN 4001: Classification and Position management support services (3rd option period) = $ CLIN 4002: Travel (4th option period) = $1,000 NTE CLIN 5001: Classification and Position management support services (4th option period) = $ CLIN 5002: Travel (4th option period) = $1,000 NTE 52.212-1 (ADDENDUM) Additional Instructions to Offerors-Commercial Items 1. REQUIREMENTS FOR SUBMISSION OF PROPOSALS (FEB 2000) (MSC) (a)General: Offerors shall (1) provide an original and one paper copy of Volume I. Ensure no pricing information is contained in Volume I and provide pricing in response to the Request For Quote in Volume II. Facsimile proposals will not be accepted. (b)Proposal Content: The Performance Work Schedule Technical Exhibit 1 - Qualification Requirements states the knowledge/qualifications required. The technical proposal is limited to fourteen (14) pages excluding appendices and should address the knowledge/qualifications required. Volume I = Technical Proposal Volume II = Pricing Proposal - Propose 200 hours of services per year for one Classification Specialist to calculate the total labor cost factoring in an hourly labor price. Travel outside of the Hampton Roads area will be paid in accordance with the joint travel regulation. A not to exceed price of $1,000 per year for travel and related costs shall be included in each offerors price for travel. (End of Provision) 52.212-2 -- Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Capability: Proposals will be evaluated against the requirements stated in the Request For Quote. 2. Price: CLINs 1001, 2001, 3001, 4001 and 5001: One Classification Specialist. For evaluation purposes, 200 hours of services per year shall be used to calculate each offerors hourly labor price for the Classification Specialist. CLINs 1002, 2002, 3002, 4002, and 5002: Travel outside of the Hampton Roads area will be paid in accordance with the joint travel regulation. For evaluation purposes, $1,000 per year for travel and related costs will be included in each offerors price for travel. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
