- This proposed contract action is for a service in which the Government intends to negotiate with only one source, the University of Rochester Medical Center, Dr. Xin Tu, PhD., under the authority Federal Acquisition Regulation (FAR) Part 6.302-1 (a)(2) only one responsible source, 10U.S.C. 2304(c)(1) or 41 U.S.C. 253 (c)(1). The requirement is to provide a key administrative link as the Biostatistics Senior Consultant between VISN 2, the Canandaigua VA Medical Center, the Center of Excellence for Suicide Prevention and their affiliate, the University of Rochester Medical Center, Department of Psychiatry. Dr. Tu will serve as advisor related to the study design and statistical analysis of mental health related data. Develop new statistical methodologies to meet the increasing design and analysis challenges in developing new interventions and understanding health service utilization patterns for Veterans. Provides guidance to the CoE program analysts and reviews and approves results of their work. Dr. Tu will focus on methods development in the areas of longitudinal data analysis, survival analysis with interval censoring and truncation, and pooled testing. Study design and data analysis of projects studying the mental health conditions and intervention strategies for Veterans. Attend CoE research meetings, seminars, and workshops as an expert on analysis of mental health related data. Participate with CoE staff and consultants in the development, implementation, and evaluation of CoE initiatives designed to reduce suicide-related morbidity and mortality. Dr. Tu will work closely with Center of Excellence investigators on designing and conducting studies. Provide sample size calculations and statistical analyses. Draft new statistical methods to address statistical and methodological challenges arising from study designs. Provide oversight and approval of work carried out by program analysts. Dr. Xin Tu is Associate Chair of the Department of Biostatistics for the Center of Excellence for Suicide Prevention ™s university affiliate, the University of Rochester Medical Center. He also serves as the chief consultant to the Department of Psychiatry at the University of Rochester. Dr. Tu ™s area of statistical expertise is unique due to his extensive experience with several on-going Veteran Suicide Prevention programs and his knowledge of designing and analyzing studies specifically related to suicide. This Notice of Intent is not a request for competitive proposals, however, all information received by 10:00 a.m. EST on July 22, 2011 will considered by the Government. Interested parties may identify their interest and capabilities to the requirement via email. A determination by the Government not to compete this proposed contract action based on responses received as a result of this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. No solicitation document is available.
