Description
Notice of Intent to Sole Source The U.S. Dept of Homeland Security (DHS), U.S. Immigration & Customs Enforcement (USICE), Office of Acquisition Management (OAQ), on behalf of Homeland Security Investigations (HSI), intends to award a sole source fixed price task order to Cross Telecom for the de-installation and re-installation of the Avaya S8400/G650 Private Branch Exchange (PBX) telephone system. The company, Cross Telecom Corporation, is a small business located at 10900 Nesbitt Ave. S., Bloomington, MN zip code 55437 specializing in Telecommunication services. The authority to sole source this requirement is pursuant to FAR Subpart 13.106(b). Cross Telecom Corporation was awarded SAIC subcontract # 4400165890 under the Department of Treasury's Blanket Purchase Agreement to GSA schedule holder, Avaya Government Solutions (GS-35F-0156V) on July 9, 2009. HSI has since decided to relocate their LAN room to another location the Robert A. Young Federal Building in St Louis, MO. In order to retain the warranty rights on the system, the initial installer, Cross Telecom is required to de-install, move, and re-install the telephone system. Description of Requirement: Cross Telecom will de-install the (40) existing Avaya S8400/G650 Media Gateway Telephone and store all hardware equipment in a government provided storage room. Upon completion of the construction in the new LAN room, Cross Telecom will remove hardware equipment from the storage room and re-install the equipment in a 19" rack of the newly constructed LAN room. The installation will connect all lines and circuits, then Cross Telecom will test the Media Gateway System, voicemails, telephones sets, and UPS' and all associated hardware equipment The NAICS code for this requirement is 517110, Wired Telecommunication Carriers. De-installation will commence 5 days after receipt of order and re-installation will commence 5 days after receipt of notification that the construction is complete. The estimated completion time is October of 2011. This Notice of Intent is not a request for proposals, quotations or an announcement of a forthcoming solicitation. Requests for copies of a solicitation in response to this notice will not be honored. A determination by the Government not to compete this proposed action is solely within the discretion of the Government.
