- Draft SOW Market Research Questionnaire THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. Contract Requirements: The Justice Prisoner & Alien Transportation System (JPATS), intends to procure Flight Planning and Ground Handling Services under full and open competition procedures. The objective is to support the JPATS primary mission to transport federal detainees, prisoners, and deportable aliens, in a cost-effective manner without sacrificing the safety of the public, federal employees, or those in custody. Period of Performance: The period of performance is for a base period of twelve (12) months (October 1, 2011 - September 30, 2012) and four (4) additional one-year option periods for renewal at the discretion of the government. Capabilities Package: All interested small businesses shall submit their capabilities packages demonstrating their ability and experience in providing the services in accordance with the attached Draft Statement of Work. Small business organizations that are certified and qualified as a small business concern under North American Industry Classification System (NAICS) code is 488119 with a with a size standard of $7.0M are highly encouraged to submit their capabilities packages. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the company's existing experience in relation to the areas specified in the attached Statement of Work (SOW). In addition to submitting your capabilities, please respond to this announcement by completing the Market Research Questionnaire. If inadequate responses are received, this project may be issued for full and open competition. Response to Sources Sought: Interested small business capability packages must be submitted by email to the POC identified below not later than 2:00 pm CST, 19 July 2011. No requests for information, requests for clarification or questions concerning this notice will be provided in response to telephone calls. Formal communications such as requests for clarification and/or information or questions concerning this notice should be submitted via email to the POC listed below.
