- Standard Form 18 RFQ RA133F-11-RQ-0965BS PWS - RFQ RA133F-11-RQ-0965BS COMBINED SYNOPSIS/SOLICITATION Collect Bathymetric Data and Develop a Hydrodynamic Model For Reservoirs in the Stanislaus River (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA133F-11-RQ-0965BS (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 541990. The small business size standard is $7.0M. (V) This combined solicitation/synopsis is for purchase of the following commercial services: CLIN 0001 -Services, non-personal, to furnish all labor, materials and equipment (unless otherwise provided herein) necessary to collect bathymetric data adequate for updating elevation-capacity curves and developing a hydrodynamic model for the reservoirs in the Stanislaus River, in accordance with the Performance Work Statement. (VI) Description of requirements is as follows: See attached Performance Work Statement. (VII) Period of performance shall be: August 1, 2011 through November 30,2012 (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. Offerors are instructed to complete and return the attached Standard Form 18, in addition to written price quotes. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and a firm fixed-price purchase order award with payment terms of Net 30 will be made to the firm offering the best value to the Government. Paragraph (a) is hereby completed as follows: Evaluation will be based on 1. Technical Ability. Offeror shall be able to demonstrate his ability to comprehend and discuss the details stated in the Performance Work Statement (PWS). Offeror shows an understanding of methodology in completing the PWS requirements. Proposal shall include information that demonstrates extensive knowledge of the specific technology to complete the tasks in the PWS. Offeror shall be capable of demonstrating that he is properly equipped for such survey, data collection, and data process and presentation for hydrodynamic modeling and elevation-capacity curve development. 2. Management Support. Offeror shall provide appropriate project management methods to support the PWS. Offeror shall address key personnel, proposed responsibilities, and time commitment to support the PWS requirements. 3. Past Performance. Offeror shall address past performance depicting contracts where relevant experience exists. Offeror shall provide a documented record of surveying similar reservoirs, providing evidence of recent successful surveys and timely delivery. This record shall show the required accuracy and resolution of bathymetric data to specifications. Documentation should include the titles of the projects, and the names and phone numbers of the customers. The vendor's past performance will be evaluated with the information received from references, and any past performance questionnaires or information that may be obtained by the Government from sources other than those identified by the respondent, including the Contractor Performance System and the Past Performance Information Retrieval System. Vendors that do not have past performance will not be evaluated favorably or unfavorably, but will be rated as "neutral".
