- Past Performance Questionnaire SGIP Business Plan Pre-Proposal Conference Slides Attendance Sheet Amendment 1 SB1341-11-RP-0058 Amendment A001 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 813920 with a small business size standard of $14.0 Million. This requirement is unrestricted and all interested Contractors may submit a quotation*** Background Under Title XIII, Section 1305 of the Energy Independence and Security Act (EISA) of 2007, the U. S. Department of Commerce, National Institute of Standards and Technology (NIST) has "primary responsibility to coordinate development of a framework that includes protocols and model standards for information management to achieve interoperability of Smart Grid (SG) devices and systems..." This contract represents a portion of that effort. NIST implemented a three-phase approach to fulfill its responsibility under EISA: Phase 1: To recognize a set of initial existing consensus standards and develop a roadmap to fill gaps; Phase 2: To establish a standards panel, the Smart Grid Interoperability Panel (SGIP)to provide ongoing recommendations for new/revised standards; and Phase 3: To establish a conformity framework that includes testing and certification. The Smart Grid Interoperability Panel engages all relevant SG stakeholders to ensure an objective, open, and consensus-driven process and credible results. The process must address SG stakeholder-specific issues as well as crosscutting issues such as cyber-security and communications. The SGIP must seek balanced representation from all relevant SG stakeholders. This acquisition is to obtain Contractor support to maintain Phases 2 and 3. Phase 1 was implemented under Contract No. SB134109CN0031 that was awarded on April 30, 2009 and completed on August 15, 2009. Phases 2 and 3 were implemented under Contract No. SB134109CN0099. This contract is expected to be completed on August 19, 2011. This new acquisition will continue the effort begun under Contract No. SB134109CN0099. For this acquisition, which acquires support for Phases 2 and 3, the Contractor must support NIST in fulfilling its responsibility to coordinate the development and harmonization of standards to enable widespread deployment of an interoperable and secure SG. The contract shall consist of a six-month base period and three six-month option periods. ***All interested Contractors may provide a quote in accordance with the attached RFP SB1341-11-RP-0058*** Evaluation of Quotations: Quotations shall be evaluated in accordance with the Evaluation Factors stated in Section M of the attached solicitation SB1341-11-RP-0058, PROVISIONS AND CLAUSES: See attached solicitation SB1341-11-RP-0058 for all applicable provisions and clauses INSTRUCTIONS: Each offeror shall prepare their quotation in accordance with the instruction stated in Section L of the attached solicitation SB1341-11-RP-0058. Central Contractor Registration In accordance with FAR 52.204-7, the awardee must be registered in the Central Contractor Registration (www.ccr.gov) prior to award. Refusal to register shall forfeit award. Due Date for Quotations Offerors shall submit their quotations so that NIST receives them not later than 2:00 p.m. Eastern Time on July 27, 2011 to the address specified in the attached solicitation document SB1341-11-RP-0058.
