503-11-205THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS ELIGIBLE UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE (SDVOSB) Set Aside. The Veterans Integrated Service Network #04 (VISN 04) Contracting Office / Altoona (James E. Van Zandt VAMC) intends to issue an Invitation for Bid (IFB) VA-244-11-IB-0365 to award a single, firm fixed price contract for Construction Services related to project titled, Furnish and Install Pond Power Supply, Project Number 503-11-205. All construction services and installation must be in compliance with applicable codes, VA policy/standards and the terms and conditions of the contract. The contractor shall provide all tools, travel, trades, labor, materials, equipment, appliances, permits, licenses, transportation and supervision necessary for the construction services required under Project Number 503-11-205, Furnish and Install Pond Power Supply. The project is located at the James E. Van Zandt VA Medical Center, 2907 Pleasant Valley Boulevard Altoona PA 16602-4337. Task associated with this project include but are not limited to the installation of three (3) electrical circuits Circuit # 1 (+/-) 360', will have two (2) 110 volt exterior receptacles controlled by one exterior switch. Circuit # 2, (+/- 360'), has two (2) 110 volt exterior receptacles wired direct to a 20 amp breaker. Circuit # 3 (+/-100'), has one (1) 240 volt exterior receptacle wired direct to a 30 ampere breaker. Contractor shall utilize existing panelboard. Work includes installation of conduit runs consisting of schedule 80 PVC piping, and excavation and dredging of existing pond. Provide storm water and environmental controls. All work shall be completed in accordance with the drawings and specifications. The period of performance is 50 calendar days from receipt of the Notice to Proceed. The Solicitation, Specifications and Drawings will be available at http://www.fedbizopps.gov on or about 7/26/2011. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100/. Offerors shall also be registered in vetbiz at http://www.vetbiz.gov/. All parties must obtain amendments to the solicitation through the same web site as the specification and Drawing are posted. Hard copies will not be issued or mailed. Interested parties must go to the http://www.fedbizopps.gov web site to be entered on the Interested Vendors Mailing List, and to obtain copies of the Interested Vendors Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million in annual receipts for the past three years. The Magnitude of Construction cost for Project Number 503-11-205 is between $25,000.00 and $100,000.00. The solicitation package, amendments, and site visit attendance record will be issued by way of the FedBizOpps website only. All questions regarding this solicitation must be submitted in writing by email to Danny.sanders@va.gov no later than 2:00 P.M. Seven (7) calendar days prior to the deadline for the receipt of bids. (For Example, if the Bid Deadline is August 25, 2011 questions must be received no later than 2:00 P.M. on August 18, 2011.) NO TELEPHONE REQUEST WILL BE HONORED. All Questions must be submitted utilizing the following SUBJECT TITLE: Request for Information (RFI) 503-11-205 followed by the Subject Matter and Firm's Name. For example: Request for Information (RFI) - 503-11-205 Concrete - ABC Company. All responses to questions will be posted to the web site. The Solicitation Issue Date will be on or about July 26, 2011. Interested parties are strongly encouraged to review the entire Solicitation, especially the Specifications and Drawings prior to the Pre-Bid Conference/Site Visit. A pre-bid conference/site visit will be conducted for this solicitation on August 11, 2011 at 2:00 P.M. Please meet at the James E. Van Zandt VA Medical Center, 2907 Pleasant Valley Blvd Altoona PA 16602-4337, Building - 2, Conference Room. Please do not arrive earlier than 1:45 PM (i.e., no earlier than 15 minutes prior to the start time). 1. Sealed Bids must be received no later than 2:00 P.M. on August 25, 2011. A Public Bid Opening will be conducted at the James E. Van Zandt VA Medical Center, 2907 Pleasant Valley Blvd, Building 2 Conference Room, Altoona, PA 16602-4377. Please Do NOT show up prior to 1:45 P.M. at the Public Bid Opening Location. All Visitors must have either an existing badge issued by the Department of Veterans Affairs or receive a temporary visitors badge issued by Police Services. The Police Services Office is located in Building 1 near the Main Entrance of the Hospital. Please plan accordingly. 2. Bids shall be submitted in sealed envelopes or packages (Telegraphic Bids, Facsimile bids and Bids submitted by electronic commerce are NOT acceptable.) 3. All bids sent before the time set for the opening of bids shall be mailed to the following designated official and address: James E.
