Description
Notice modified to delete Federal Government Responsibilites paragraph. There are on other changes to this notice. The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD have a requirement to procure the services of a professional consultant with experience and expertise with research studies in Maternal-Fetal Medicine, including expertise in the analysis and reporting of clinical studies in the scientific literature. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. In order to support its operations, the Perinatology Research Branch (PRB) requires Maternal-Fetal Medicine consulting services necessary for the performance of clinical and research activities of the PRB. The period of performance will be for one full calendar year for a total of 300 work hours. Contractor Requirements: The professional consultant shall have the experience and expertise with research studies in Maternal-Fetal Medicine, including expertise in the analysis and reporting of clinical studies in the scientific literature. The consultant/contractor will be requested to advise NICHD on matters pertaining to writing manuscripts, abstracts, posters, IRB protocols and analysis of data and generation of databases for research purposes. The PRB is located at Hutzel Women's Hospital/Detroit Medical Center, 3990 John R. Street - Detroit, MI 48201. It is expected that the contractor will do some work on site at the PRB, thus the Contractor will be available for meetings and consultations relevant to the scope of the Statement of Work. This will require travel to the PRB location periodically, at a minimum of two times during the performance period. The rest of the work may be done off-site provided that productivity is acceptable. The contractor shall provide all services described above as well as in the Statement of Work. SEE THE ATTACHED STATEMENT OF WORK DOCUMENTS. Basis for Award: Offerors must provide descriptive literature or other material that demonstrates their offer meets the forgoing requirements with their RFQ response. The contract will be awarded to the responsible offeror whose offer fully meets the requirements of the solicitation and provides the best value to the Government. Offerors may request a copy of the Request for Quotation (RFQ) package via email to: robinsti@mail.nih.gov prior to the closing date of this notice or before July 18, 2010 @ 10:00 am EST. It is anticipated that RFQ - NICHD-11-068A will be available twelve (12) days after the publication date of this synopsis. Receipt of quotations will be due seven (7) days after the release of the RFQ. All requests for quotations must have a valid email address. Email quotations must contain offerors name, address, telephone number and an authorized company representative signature.
