Description
The project includes a base bid and nine optional bid items. Army Terminal Channel (Base): Work includes maintenance dredging shoal material from Army Terminal Channel to a required depth of 40 feet plus 2 feet allowable over depth. Transport and place dredged material ion Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Army Terminal Turning Basin (Option A): Work includes maintenance dredging shoal material from Army Turning Basin to a required depth of 40 feet plus 2 feet allowable over depth. Transport and place dredged material in Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Puerto Nuevo Channel Berthing Area and Turning Basin (Option B): Work includes maintenance dredging shoal material from Puerto Nuevo Channel and Turning Basin to a required depth of 39 feet plus 2 feet allowable over depth. Transport and place dredged material in Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Puerto Nuevo Channel Pier E to O Berthing Area (Option C): Work includes maintenance dredging shoal material from Puerto Nuevo Channel Sta. 24+00 to a required depth of 38 feet plus 2 feet allowable over depth. Transport and place dredged material in Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Anchorage Area E (Option D): Work includes maintenance dredging shoal material from Anchorage Area E to a required depth of 36 feet plus 2 feet allowable over depth. Transport and place dredged material in Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Cruise Ship Basin East and West (Option E): Work includes maintenance dredging shoal material from Cruise Ship Basin East and West to a required depth of 36 feet plus 2 feet allowable over depth. Transport and place dredged material in Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Pier 1 Berthing Area, North of San Antonio Channel (Option F): Work includes maintenance dredging shoal material from Pier 1 Berthing Area, North of San Antonio Channel to a required depth of 25 feet plus 2 feet allowable over depth on the west side of Pier 1. Transport and place dredged material in Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Pier 3 Berthing Area, North of San Antonio Channel (Option G): Work includes maintenance dredging shoal material from Pier 3 Berthing Area, North of San Antonio Channel to a required depth of 34 feet plus 2 feet allowable over depth on the east side of Pier3, and a required depth of 36 feet plus 2 feet allowable over depth on the west side of Pier 3. Transport and place dredged material in Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Pier 4 Berthing Area, North of San Antonio Channel (Option H): Work includes maintenance dredging shoal material from Pier 4, located north of San Antonio Channel to a required depth of 34 feet plus 2 feet allowable over depth. Transport and place dredged material in Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Pier 14 Extension Berthing Area, North of San Antonio Channel (Option J): Work includes maintenance dredging shoal material from Pier 14 Extension, located north of San Antonio Channel, to a required depth of 34 feet plus 2 feet allowable over depth. Transport and place dredged material in Ocean Dredged Material Disposal Site located approximately 2.2 nautical miles northwest of San Juan Harbor. Work includes turbidity monitoring. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. THIS PROCUREMENT IS AN UNRESTRICTED ACQUISITION. COAST GUARD CERTIFICATION OF VESSELS IS NOT REQUIRED FOR THE PROJECT. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. The solicitation will be issued on or about 22 July 2011 and proposals will be due on or about 23 August 2011. A site visit will be held. See FAR clause 52.236-27, Site Visit of the solicitation. A PRE-PROPOSAL TELECONFERENCE WILL BE HELD a few days after the site visit. Date, time, and call-in number will be provided to all interested parties that register in accordance with the following paragraph. The purpose of the pre-proposal conference is to provide an opportunity for two-way communication between the government and the dredging industry. Everyone interested in participating shall provide their company name, individual personnel names, telephone numbers, and e-mail addresses of all participants via e-mail to Mr. Steven Chang at tzeleong.s.chang@usace.army.mil not later than the day of the site visit. In addition, it is requested that all questions be submitted in writing by e-mail a minimum of two days prior to the pre-proposal teleconference. Any questions not submitted in advance may not be answered during the teleconference as further research and/or coordination with technical team members may be necessary. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Federal Business Opportunities website at http://www.fedbizopps.gov/.
