Description
This is a Notice of Intent to Award a Sole Source Contract. The Department of the Air Force, HQ ESC/HNAC, Ground Systems Branch, TACP-M, plans to award a Cost Plus Fix Fee (CPFF) contract to Vectronix, Inc., 29 Piscataqua Drive, Newington, NH 03801 to provide continued maintenance and upkeep of the PLRF-15C kit. The purpose of this effort is to provide continued maintenance and upkeep of the PLRF-15C, a kit which is critical to the TACP overall mission, following the completion of the standard warranty. The primary mission of TACPs is to advise their respective ground commanders on the capabilities and limitations of air power and assist the ground commander in planning, requesting, and coordinating Close Air Support (CAS). The PLRF-15C capabilities allow TACP personnel to accurately identify targets on the ground and relay that information to aircraft or higher headquarters which may result in weapons release on a target. The PLRF-15C is a Commercial off the Shelf (COTS) product. Since procurement of the product has been completed, a requirement remains for continued hardware and software support as user requirements change. The Government requires Interim Contractor Support (ICS) for the PLRF-15C as described. The Contractor shall provide technical support, software engineering, documentation (monthly and cumulative metrics such as failure modes, mean time to repair and/or other metrics as appropriate), and field support as needed to sustain the 984 fielded PLRF-15C kits. The Contractor shall maintain a pool of five percent spares, to be provided by ESC, to draw from as immediate replacements to incoming equipment in order to minimize loss of mission capability. The Contractor shall inspect, troubleshoot, repair, and test PLRF-15C kits upon receipt and return to a fully functional status and replace units that were drawn from the spare pool. Upon completion of the contracted work effort, the Contractor shall return any and all remaining spare equipment to ESC. The Contractor shall update all software/firmware the PLRF-15C kits that are returned for maintenance. The Contractor shall be res! ponsible for CONUS/OCONUS shipping and receiving of PLRF-15C kits. The period of performance will be twelve (12) months, with two additional twelve (12) month option Contract Line Item Numbers (CLIN). The Government requires that the Contractor perform management functions (including administrative, technical, and financial activities) and maintain status of their efforts toward achieving contract objectives. The Contractor shall establish, maintain or utilize their own proven program management practices to manage all technical performance, cost, schedule, and contract data delivery requirements throughout the period of performance.
