Description

This is a Pre-Solicitation Notice for Project 620-10-101, Steam System Improvements at the VA Hudson Valley Healthcare System, Route 9A, Montrose, NY 10548. The following is the Scope of Work for the project: ITEM 1 “ Base Bid 1. Building 13 & 14 at the Hudson Valley Healthcare System, Route 9A, Montrose, NY 10548. 2. The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the job electrical work, operational and final system testing and balancing and other related and ancillary work for Steam System Improvements, Phase 4 at Montrose Campus. Work includes, but is not limited to the following: Complete removal of existing domestic hot water system and central plant steam heating piping in Buildings 13 & 14 (include all required asbestos abatement and lead-based paint abatement of floors, walls, ceiling, etc.). Coat Development of the new heating systems for Buildings 13 and 14. 3.This project will remove the existing domestic hot water system and central plant steam heating piping in Building 13 and 14 (include all required asbestos abatement and lead-based paint abatement of floors, walls, ceiling, etc.). Develop the new heating systems for Buildings 13 and 14. Renovation of the mechanical rooms, including: necessary room configuration, wall demolition and re-construction, new windows, louvers, equipment support pads, ventilation, grated walkway and restoration painting of the mechanical room walls, ceilings and floor areas. Placing insulated panels to ceiling slabs. Provide for new electrical upgrades to support to equipment, new lighting, conduit, switches, and wiring. Provide for condensate system modifications for system located in mechanical rooms and condensate pumping systems in Buildings 13 & 14. This will include the capping of any existing piping as well as providing for connecting to newly installed condensate pumping system and piping as necessary. Provide for replacement steam supply lines / regulators improvements and steam trap systems and monitoring controls. Provide piping insulation on all new piping and existing low pressure steam and condensate piping. Provide temporary domestic hot water generation systems for the periods of construction. Provide new fire sprinkler heads and fire alarm components and conduit and paint all sprinkler piping and alarm conduit system red. Completion time is 563 calendar days from Notice to Proceed. NAICS CODE: 236220 SIZE STANDARD: $33.5 Million RANGE: $1,000,000.00 to $2,000,000.00. Please note that Bid Bonds and Performance and Payment Bonds will be required and the bidders must have the bonding capacity for this project. Specifications & Drawings will be posted on line at https://www.fbo.gov with the solicitation for your viewing & download. This solicitation will be available in electronic format ONLY; distribution is limited to electronic medium and the VA will not provide hard copies. Copies of the solicitation may be downloaded at no charge at the Federal Business Opportunity (FBO) website at www.fbo.gov. Offers will search for solicitation VA-243-11-IB-0357 to access solicitation documents and any amendments. Offerors are advised to check the web site frequently as they are responsible for obtaining amendments. The solicitation will be issued and posted on or about July 25, 2011. A Pre-Proposal Conference and Site Visit shall be held, date/time/location to be provided with the solicitation. Only one site visit is planned. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC8127(d), this construction project is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSBs). SDVOSBs are eligible to submit bids under this solicitation. All prospective contractors must be registered on the VetBiz website, http://www.vetbiz.gov, to be considered for award. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101 VetBiz Registration, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award as a SDVOSB firm and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
