- Marine Corps Systems Command (MARCORSYSCOM) intends to conduct a limited sources competition for the award of a single Fixed-Price Incentive (FPI) contract with four contractors who were previously awarded a Firm-Fixed-Price (FFP) demonstration contract under solicitation M67854-10-R-0203. This proposed FPI contract is for the design, engineering development, fabrication, and testing of four (4) EDMs and delivery of a Build-To-Print TDP with options to procure nine (9) Limited Deployment Units (LDUs), and an option for Software (SW) Maintenance of fielded systems. The four awardees of the demonstration contracts were Northrop Grumman Systems Corporation, 2340 Dulles Corner Blvd, Herndon, VA 20171, The Boeing Company, 5301 Bolsa Ave, Huntington Beach, CA 92647, General Dynamics C4 Systems, Inc., 8201 East McDowell Rd, Scottsdale, AZ 85252, and Thales-Raytheon Systems Company, LLC 1801 Hughes Dr, Fullerton, CA 92834. These contractors have the requisite technical knowledge, facility clearances, capabilities and unique insight into the integration engineering leading up to the CAC2s Phase 2 prototype demonstration to ensure that CAC2S meets the IOT&E need date. This notice of intent is not a request for competitive proposals. The statutory authority permitting other than full and open competition for this action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), Only One or a Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements. In order to leverage the prototype efforts currently under contract for the CAC2S program, it is imperative that competition for this EDM contract be limited to those sources currently participating in the prototype development. The RFP release is planned for 2nd Quarter FY12, with an award planned for 4th Quarter FY12.
