- NOTICE TO OFFEROR; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS REQUEST FOR PROPOSAL (RFP) UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS RFP EITHER BEFORE OR AFTER THE RFP CLOSING DATE. The 19th Airlift Wing, Little Rock AFB, AR 72099 intends to issue a Request for Proposals (RFP) to award a single, firm fixed price contract to provide all services, plant, labor, vehicles, equipment, tools, materials, supervision and other items necessary for the design and construction in connection with Project NKAK 01-1067 Sustain/Repair Altitude Chamber HVAC B-1240, NKAK 10-1059 Repair/Renovate Altitude Chamber Interior B-1240 and NKAK 10-1017 Repair/Replace Altitude Chamber Roof B-1240. The Design-Build firm is required to provide all services necessary for the design and construction of this project. There will be a base bid and three bid options for this project. The Base Bid is NKAK 01-1067 Sustain/Repair Altitude Chamber HVAC B-1240 (Construction Only) which includes demolition of existing HVAC systems including all ductwork, electrical and gas utility for equipment. Installation of new HVAC system, including new controls, piping, and ductwork. Demolition of existing ceiling system and replace with new suspended ceiling system as indicated in drawings and specifications. Bid Option 1 is NKAK 10-1059 Repair/Renovate Altitude Chamber Interior B-1240 (Design and Construction) which includes changing three doors from outward opening into the hallway to inward opening into the rooms. Removal stage in classroom 1. Removal of white boards and video glass from wall above stage. Drywall tape, texture, and painting of wall. Installation of new carpet in classroom. Removal of overhead door and half wall between copy room and admin office. Installation of drywall, tape, texture, and painting of walls where demo took place. Installation of new carpet in copy and admin rooms. Removal of ceiling fans in Life Support Room. Bid Option 2 is NKAK 10-1059 Repair/Renovate Altitude Chamber Interior B-1240 (Design and Construction) which includes removal of carpet and wallpaper from all rooms and hallways from entire facility. Painting of all walls. Installation of new carpet and cove base. Installation of tile in AMP. Bid Option 3 is NKAK 10-1017 Repair/Replace Altitude Chamber Roof B-1240 (Design and Construction) which includes replacing current built-up roof to a structural standing seam metal roof. The Design Build Firm shall provide a phasing plan for the construction phase of the project. There are areas within the facility that will need work scheduled with the end user to ensure minimum disruption to accomplish the tasks as needed. The work hours of the facility are 0700-1700. Nighttime and weekend work by the contractor is acceptable and shall be coordinated and approved. In areas that require escorts, the user will provide individuals to accomplish the task as escorts with a minimum of three weeks notice prior to construction work. The Altitude Chamber needs to remain functional during construction and that coordination of the construction in the altitude chamber room needs to be done with the User to avoid a long shut down period. The Design-Build Firm shall be responsible for all surveys, excavations, soil borings, soil analyses, chemical tests, pressure tests, electrical tests, corrosion and cathodic protection tests, asbestos and lead-based paint surveys, and any other tests required for a complete design and construction of this project. The Design-Build Firm shall be responsible for locating all utilities in the area of construction, and for accommodating or modifying them, as required for the construction of this project. Construction project magnitude is between $1,000,000.00 and $5,000,000.00 Base Bid Construction - 180 Calendar Days after Issuance of Notice to Proceed Bid Option 1 Design Time - 60 calendar days after issuance of Notice to Proceed 1 Bid Option 1 Construction Time - 180 Calendar days after issuance of Notice to Proceed 2 Bid Option 2 Design Time - 180 calendar days after issuance of Notice to Proceed 1 Bid Option 2 Construction Time - 320 calendar days after issuance of Notice to Proceed 2 Bid Option 3 Design Time - 120 calendar days after issuance of Notice to Proceed 1. Bid Option 3 Construction Time - 120 calendar days after issuance of Notice to Proceed 2. This procurement is being issued as a Service Disabled Veteran Owned Small Business set-aside. All responsible sources may submit a proposal. This office proposes to post an RFP# FA4460-11-R-0017 to the FedBizOpps website (http://www.fbo.gov) on or about 01 August 2011. Once the solicitation is issued, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Contract award will be determined using the Source Selection procedures in FAR Par 15. All Contractors shall be ORCA registered (http://orca.bpn.gov). All contractors are reminded, in accordance with DFARS 252.204-7004, Required Central Contractor Registration, that lack of registration in the CCR database BY AWARD DATE will make a contractor ineligible for award. Please acknowledge all requirements in proposals. NO PARTIAL QUOTES WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. No response to this notice is necessary. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
