USAID/Bangladesh is finalizing the design for a new program to support 20-25 local NGO partners to offer the Essential Services Package (ESP) in Population, Health, and Nutrition to approximately 20 million people in different areas of Bangladesh. This program will also emphasize behavior change communications (BCC)/community mobilization and institutional strengthening of local partners. The attached draft Statement of Work describes the proposed purpose, objectives, and elements of the program. Your comments will help finalize the Statement of Work and structure of the program. Please submit your comments by email only to the Point of Contact (POC) indicated below not later than the closing date and time specified above. Responses to the following questions would be helpful: 1. Clarity of the Project's design and SOW. 2. The appropriateness of the proposed targeted beneficiary and groupings. 3. Clarity of the proposed activities, outputs, and results and your estimated budget for achieving these objectives. 4. Any other comments on the SOW. Please do not submit proposals, resumes or corporate qualifications. They will be discarded. Submissions will not be acknowledged. USAID may use any information provided without incurring any obligation. This announcement is a Request for Information (RFI), not a Request for Proposals (RFP) and is not to be construed as a commitment by the U.S. Government to issue any solicitation or ultimately award a contract on the basis of this RFI, or to pay for any information submitted as a result of this request. USAID plans to issue a Request for Proposals (RFP) in October 2011 to accept proposals for this program through the normal RFP process. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. It should be noted that responding to this RFI will not give any advantage to any firm or organization in the subsequent procurement. USAID/Bangladesh will not provide answer to any question submitted in response to this request. Thank you for your assistance and interest in the USAID/Bangladesh programs. Sincerely, Rosalind Sika Contracting Officer Attached: RFI-Draft SOW and Annexes
