- NASA/GSFC/Wallops Flight Facility has a requirement for Balloon Pointing SystemMotors for the Wallops Arc Second Pointer (WASP) Project.NASA/GSFC/WFF intends to purchase the items from Kollmorgen Corporation in accordancewith 6.302-1(a)(1)10 U.S.C.2304(c)(1)- only one responsible source and no other suppliesor services will satisfy agency requirements. The motors must be identical to theexisting motors currently being used in the WASP project. The WASP project utilizesspecialized flight software and thermal, mechanical and electrical power designs thatintegrate specifically with the existing Balloon Pointing System hardware. Use of anyother motor would necessitate additional software development, mechanical and thermalengineering design, and electrical power design; which would result in duplication ofcost for the Government. Also, use of any other motor would alter the overallperformance of the system and is therefore unacceptable. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 22, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
