Description
This announcement is for the purpose of soliciting prime construction firms for the construction of Wastewater Treatment Plant, FOB Shank, Afghanistan. The military base is fully operational and none of its functions may be impaired by any aspect of the proposed construction. The contractor shall comply with all base security requirements. A firm fixed price construction contract will be awarded to a prime construction contractor. This will be a design-bid-build solicitation. The magnitude of the project is between $5,000,000 and $10,000,000. Performance and Payment Bonds will be required. PROPOSAL PERIOD: The solicitation is scheduled for release on or around 19 July 2011. The proposals will be due 30 days after the issuance of the solicitation. PROJECT SCOPE: The project consists of an aerated lagoon wastewater treatment plant with a treatment capacity of approximately 1,900,000 Liters per day. Supporting facilities include a control building, influent and effluent pump stations, sanitary sewer, electrical generation and connections, communications improvements, security fencing, drainage ditches and culverts, site improvement and demolition. All work identified in the Scope of Work shall be completed within 360 days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will only be issued to prime construction contractors. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The lowest priced technically acceptable (LPTA) method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract awarded based on the lowest priced technically acceptable (LPTA) proposal. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site and be password protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. RESPONSE REQUIREMENTS: For Bidder's List registration on released solicitation, and to receive password information, log onto the following site: http://www.aed.usace.army.mil/contracting2010.asp Click on the Sources Sought Tab, click the Capabilities Statement "Complete" button of the pre-solicitation of interest, fill in the requested information, and then click on Register. This will automatically place you on the Bidders List for subject solicitation. Once you have completed the Sources Sought Information return to the Home page and click on "SIGN UP FOR EMAIL ALERTS." This function allows you to receive AUTOMATIC email alerts when any new solicitation actions occur. Automated Capabilities Statement must be received prior to the release of the solicitation. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of the notice. Please note that all projects are stand alone and no single vendor list is maintained. Construction companies are required to submit the requested information for each specific solicitation notice if they are interested in receiving notifications and documents relating to the project.
