- This is a Sources Sought Notice for POLAR CLASS (WAGB) CONTROLLABLE PITCH PROPELLER (CPP) HUB ASSEMBLY Maintenance. A base plus four-option years Indefinite Delivery, Indefinite Quantity supply contract is planned. Work will be accomplished at a contractor's facility during the base contract year of 01February2012 to 31January2013. Work during subsequent contract option years will be performed at the contractor's facility at the Government's discretion. The Coast Guard's Surface Forces Logistics Command (SFLC), Icebreaker, Buoy and Construction Tender product line (IBCT) is interested in determining what sources are able to provide POLAR CLASS CPP Hub Maintenance. We are trying to determine, from your feedback, if this procurement will be eligible as a small business set-aside, if eligible, then further classification into the following programs: 8(a) concerns, HUBZone concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), Economically Disadvantaged Women Owned Small Business Concerns (EDWOSB/WOSB). The small business size standard is less than 1,000 employees. The NAICS Code is 336611. Note that small business concerns for set-asides are reminded that it is required that at least fifty (50) percent of the cost of personnel for contract performance be spent for employees of the concern (52.219-14,"Limitations on Subcontracting"). EXPECTED PERIOD OF PERFORMANCE: The contract is for an expected period of performance of a base year plus four option years; starting 01Febraury2012 and ending 31January2017. The base year is from 01February2012 to 31January2013. WORK DETAIL: Work will include, but not be limited to the following: CPP Hub Assembly Overhaul (180 Days), CPP Adjusting Crank Renewal, Blade Machining, Locknut and Link Pin Fabrication, and Op-Rod Machining, CPP Trunnion Bushing Renewal, CPP Trunnion Diameter Restoration and Hub Transportation. HUB DETAIL: Number of Hubs installed on each Cutter= 3 (Total Hubs = 9) Right Hand/Clockwise Rotation as viewed from astern (Center & Stbd)= 6 Left Hand/Counter Clockwise Rotation as viewed from astern (Port)= 3 Hub Assembly Diameter =16' Hub Assembly & Shipping Stand Weight= Approx 43 tons Number of Blades per Hub =4 Blade Weight= Approx 6000# Hub Diameter= 69" Shaft Speed= 105 RPM Free Route 175 RPM Icebreaking Power 3,000 HP @ 105 RPM Shaft Speed 20,000 HP @175 RPM Shaft Speed GEOGRAPHIC RESTRICTION: The following restriction is applicable to this procurement: Your facility for accomplishing the work shall be within 200 road miles of NESU Seattle at 1519 Alaskan Way S. Seattle, WA 98134. TECHNICAL AND LICENSING BARRIERS/LIMITS: a) Past performance clearly demonstrating work successfully performed of the same or similar type. b) A facility that has the equipment and skilled labor force to perform the work. c) All welding shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
