Description
The National Park Service is seeking a contractor to develop and implement an Integrated Resource Management Planning Tool built upon the ArcGIS platform. This tool will be used not only as a data management system, but also for analysis and modeling of the various impacts of management activities in order to facilitate science-based resource management decisions in determining appropriate alternative courses of action. Currently, the information needed for management of the Parkway resources is not integrated into a single useable system, and there is generally no ability to cross reference available information. Consequently, development and implementation of a comprehensive Integrated Resource Management Planning Tool would create a system for linking the natural, cultural and scenic resource management actions within the park to facilitate evaluation of the resources and major threats to them. The tool would include layers for all of the Park's current resources and conditions. All resource areas managed by the park would be included such as water resources, threatened and endangered species, invasive exotic plant species, wetlands, species of management concern, cultural resources, scenic view sheds, adjacent landowner data, mapping, etc. The tool should utilize a common data storage and management framework that would support all of the different types of data that can be used by ArcGIS, such as attribute data, geographic features, satellite and aerial images, CAD data, surface modeling or 3D data, GPS coordinates, survey measurements, etc. The tool should also be able to incorporate information from databases created outside the ArcGIS system. This effort will be a design-build contract; the Contractor will furnish all design, development, data input and integration, deployment, services, transportation, equipment, etc. required to perform the requirement. Offerors may propose any technical solution that, in their opinion, best captures the spirit of the requirement. The magnitude of this contract is between $200,000 and $300,000. The selection of a contractor will be conducted in accordance with FAR 15.3, Source Selection. The Government will use a tradeoff process for this source selection, and award will be made to the responsible offeror whose offer conforms to the solicitation requirements and provides the best value to the Government considering the stated technical factors and price. The technical factors for this solicitation will be Technical and Past Performance. This procurement is being conducted as a total small business set-aside. The applicable NAICS code is 541370 with an associated size standard of $4.0 million. This announcement is not the solicitation. The solicitation will be issued simultaneously with this announcement as a Request for Proposals electronically on the Department of Interior's National Business Center (NBC) web site, at https://ideasec.nbc.gov/j2ee/login.jsp.
