- The US Army Mission and Installation Contracting Command, Joint Base Myer - Henderson Hall, 204 Lee Avenue, Bldg 205, Suite 213A, Arlington, Virginia is soliciting REQUESTS FOR INFORMATION (RFI) from potential industry sources to provide LMR transceiver and portable radio service, repair and training. To include installation or removal, repair and purchase emergency vehicle equipment. **This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any services. Additionally, the Government may utilize any information submitted by interested parties to assist in developing a statement of work and/or statement of objectives that could potentially result in a competitive solicitation. We advise offerors not to submit any information that they would not want to be used for this purpose. The FSC Code is J058 and the NAICS Code is 811213. BACKGROUND: 1. Corrective Maintenance is comprised of testing and evaluation of equipment, and non-infrastructure related Corrective Maintenance (CM). Corrective Maintenance will be on-call services to correct deficiencies or failures of equipment. All maintenance will be done on an as needed basis. Radios or equipment will be turned in for repairs when there are malfunctions. 2. Mobile Transceivers: Mobile units shall be inspected annually and repaired as needed. Inspection shall consist of checking frequency, audio modulation, and audio quality, RF output power, and reflected power; and adjustments made as necessary to bring the unit within the manufacturer's specifications. Appropriate test equipment, including a Project 25 Communications Test Set, will be used to check the unit's operational parameters. The control unit shall be check for proper display illumination and condition; and operation of selector buttons and rotary controls; and replacement of selector buttons and rotary controls as needed. All mechanical and electrical connections will be inspected for integrity and replaced as necessary. The vehicles electrical system shall be tested to verify its utility for safe and proper operations. 3. Portable Transceivers: Portable radios shall be inspected semi-annually and repaired as needed. Units will be cycled through temporary on-site maintenance stations according to pre-established time and location schedules. It shall be the responsibility of the user group supervisors to ensure that subscriber units are made available at the inspection locations during the pre-established dates. Portable radio testing will consist of checking the frequency, audio modulation, audio quality, and power output; and adjustments performed as necessary to bring the unit within manufacturer's specifications. Appropriate test equipment, to include a Project 25 Communications Test Set, will be used to check the unit operational parameters. Inspection activities shall consist of checking, cleaning, and tightening the antenna connection point, and verifying proper operation of the PTT button and all other controls and displays; and replacing as necessary. 4. Training: Training that enables user to better use the radios to their full capacity and enables maintenance and repair on the user level. 5. Emergency Vehicle Equipment: Installation, De-installation, Modification, Preventative Maintenance and Corrective Maintenance: Corrective Maintenance is comprised of testing and evaluation of equipment to determine the type of equipment fault and the estimated repair cost and time. Corrective Maintenance will be a service to correct deficiencies or failures of equipment. 6. Installation, de-installation, and modification of emergency vehicle equipment as needed. Emergency vehicle equipment consist of but is not limited to: emergency light bar and control box, emergency siren and control box, prisoner cages, gun or shotgun racks, equipment mounting brackets (used for mounting the equipment into the vehicle or fire truck), radar equipment mounting brackets (does not include radar unit), video surveillance equipment, dispatching computer system power supply and mounting bracket (does not include computer) and communications equipment. 7. Preventive Maintenance (PM) is a constant on-going program that requires periodic inspection and testing of the emergency vehicle equipment to ensure the system remains available to the users. To assure sustained optimum system performance, preventive maintenance in the form of periodic inspection and testing of the system will be performed as described below: 8. Emergency Light Bars (police and fire type light bars) units shall be inspected semi-annually. Inspection shall consist of checking bulbs and replacing burnt out bulbs, ensuring proper rotation of light (if applicable to that type of emergency light equipment), testing and replacing as needed fuses and wiring associated with the emergency light bar and replacement of the entire light bar unit when it is determined that it is more cost effective to replace the light bar. Replacement light bar will be with the same type of light bar (brand name and model) or of similar construction, function and mounting (installation on vehicle). 9. Emergency Light Bar Control Box units shall be inspected semi-annually. Inspection shall consist of checking wiring and fuses to ensure proper operation check of switches and buttons, replacing switches and buttons as needed for proper operation of the control box and replacement of control box when it is determined that it is more cost effective to replace the unit. Replacement control box will be with the same type of control box (brand name and model) or one of similar construction, function and mounting (installation on vehicle). 10. Emergency Siren (police and fire three position siren) Speaker and control box shall be inspected semi-annually. Inspection shall consist of: checking wiring and fuses; checking of switches and buttons - replacing as needed; inspection of the speaker to ensure that it is functioning properly, mounted securely so that the siren sound is projected towards the front of the vehicle; and replacement of control box or siren speaker when it is determined that it is more cost effective to replace the unit. Replacement siren control box or speaker will be with the same type of siren control box and speaker (brand name and model) or one of similar construction, function and mounting (installation on vehicle). 11. Radar equipment mounting brackets shall be inspected annually. Inspection shall consist of checking wiring and fuses supplying power to the radar unit to ensure that the unit can operate properly and checking the mounting equipment to ensure that the unit is secure and can function properly. 12. Dispatching Computer System power supply and mounting brackets shall be inspected annually. Inspection shall consist of checking wiring and fuses supplying power to the computer to ensure that the unit can operate properly and checking the mounting equipment to ensure that the unit is secure and can function properly. 13. Video surveillance equipment shall be inspected annually. Inspection shall consist of checking wiring and fuses supplying power to the video equipment and recording equipment to ensure that the unit can operate properly and checking the mounting equipment to ensure that the unit is secure and can function properly. 14. Equipment Mounting Brackets, Prisoner Cages, Gun or Shotgun Racks shall be inspected annually. Inspection shall consist of ensuring that the equipment is properly secured to the vehicle, function properly, and replacing any part necessary. Replacement of the equipment (mounting brackets, prisoner cages, gun or shotgun racks) will be authorized when it is determined that it is more cost effective to replace the equipment than repair. The replacement mounting bracket shall be the same type of equipment (brand name and model) or one of similar construction, function, and made for the type of vehicle in which it will be placed into. 15. Decaling and removing of decals on the vehicles when needed. Decals for new vehicle or repaired vehicles and the removal of decals for vehicle that will need to be turned in. 16. All equipment will be repaired as needed. CONCLUSION: The Government prefers that no proprietary or confidential business data be submitted in response to this SS. However, The Government would like any information relating to the potential services required that potential service providers have in place such as: contract number, who the contract is with, and any other information relevant to the contract such as price list, etc. All in formation in response to this RFI shall be sent via email to sherry.carner@us.army.army.mil or be faxed to 703-696-6585.
