GFE List Award Fee Plan Statement of Work Section M Section L HQ0147-11-R-0002 DRFPCover Letter The Missile Defense Agency (MDA) anticipates that FY12 funds will be available prior to contract award for the execution of the Early Warning Radar Upgrades. This solicitation is being released pursuant to FAR Clause 52.232-18, "Availability of Funds".The Missile Defense Agency (MDA) releases the attached Draft Request for Proposal (DRFP) pursuant to a competitive acquisition for the upgrade of Air Force Early Warning Radars (EWRs) at Clear AFS, Alaska, and Cape Cod, Massachusetts, to become a part of the MDA Sensor network. This acquisition will include upgrades to meet joint MDA/USAF performance requirements while maintaining the two missions of missile warning and space surveillance. The upgrades require fabrication of hardware, development and implementation of site unique software, installation, testing and the fielding of upgraded EWR software and hardware. The upgrades shall be accomplished while retaining the legacy EWR front-end and commonality of hardware with the previous three upgraded EWR deployments. Upgrades must be accomplished while the radar continues to execute its operational mission with existing prime mission equipment.Any resulting MDA contract for these upgrades will include design, development and sustainment to the current Rev G, radar integration and deployment, Signal Processor/Data Processor (SP/DP) development at Clear AFS. At Cape Cod, the upgrades will include design, development, integration and deployment and minor facility modifications. There may also be a requirement for special studies to be conducted at both sites. MDA anticipates the award of a single contract with Fixed-Price-Incentive (Firm Target), Cost-Plus Incentive-Fee, Cost- Plus-Fixed-Fee, Cost-Plus-Award-Fee, and Firm Fixed Price line items. The period of performance for this acquisition, if awarded, is anticipated to be a total of six years. The solicitation will be awarded in accordance with Federal Acquisition Regulation (FAR) Part 15, on a full and open, competitive basis. MDA anticipates awarding to a single offeror on a "best value" basis to the Government, considering both price and non-price factors. Draft proposal instructions and evaluation factors for award are included in the attached DRFP with attachments.The Government does not intend to limit either the number of types of teaming arrangements entered into by potential offerors (i.e., any given contractor can propose as a prime contractor and/or participate as a subcontractor on one or more proposing teams). Further, the Government does not intend to impose restrictions on team membership should an award be executed, except as may be necessary to prevent organizational conflicts of interest. However, for the purposes of any resulting competition, the prime offeror(s) and their subcontractors/suppliers must be U.S. firms/businesses, not foreign owned, controlled, or influenced.Industry Days are tentatively scheduled at Hanscom AFB, MA, 2 thru 4 August 2011. Site Visits are tentatively scheduled (one day per Offeror) as follows: Clear AFS, Alaska - 5 thru 20 August; and Cape Cod, MA - 6 thru 23 September 2011. You are reminded that these activities require a Visit Authorization Request (VAR) for "each" location. The VAR for each location must be submitted 14 calendar days prior to each visit. You are limited to five representatives. Instructions for submitting VAR requests may be obtained by sending an email request to ClearCompetition@MDA.mil.An Offeror's Library for this DRFP has been established and contains both classified and unclassified data. Access to the Offeror's Library will be restricted to personnel who have been pre-cleared by MDA Contracting and Security Officials. Access to the Offeror's Library may be obtained by submitting an email request to ClearCompetition@MDA.MIL. It may take up to three weeks to gain access so it is imperative to submit the request as soon as possible. Throughout the acquisition process, documents will be posted and made available through the Offeror's Library. Release of this DRFP is NOT a commitment by the Government to award a contract, and the Government IS NOT responsible for any costs incurred as a result of this DRFP release.All potential Offerors' are reminded that they may register at http://www.fedbizopps.gov to receive email notification when additional information, additional solicitation documentation, and/or any amendments or future documents regarding this acquisition are issued and available for download. MDA will not directly send potential offerors' the solicitation documents or amendments.
