- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.1) with Brain Power Inc, 4470 SW 74th Ave, Miami, FL, 33255 as the only responsible source that can provide units that are compatible with the installed base of BPI tinting systems and would not require significant reconfiguration of the optical lens assembly line. This acquisition is being conducted under the FAR 13.1Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2005-52 are incorporated. Items being purchased in this acquisition: four lens tinters The Naval Medical Logistics Command has a requirement for four lens tinters for NMC San Diego [2] and Ft. Leonardwood [2] in support of NOSTRA. The requirement is for four lens tinters. The units shall be capable of tinting eyewear lenses as part of the optical lab assembly line. The units shall have four separate tanks to allow for four separate colors to be processed at the same time. The units shall be capable of tinting high index lenses, polycarbonate lenses, as well as hard coat lenses. The units shall monitor temperature of each tint tank. The units shall have automatic tank stirring and provide overflow protection to prevent tinting liquid from spilling out of its tank. The units shall be capable of being placed on a table top in the footprint (14 x 30 ) left by the replaced equipment. The units shall integrate into the assembly line layout of the optical lab. The units shall be compatible with the installed base of BPI lens tinting equipment. The electrical requirements are 220VAC, 60Hz. Items being purchased in this acquisition: one lens tinter The Naval Medical Logistics Command has a requirement for one lens tinter for Naval Ambulatory Care Center, Newport in support of NOSTRA. The unit shall be capable of tinting eyewear lenses as part of the optical lab assembly line. The unit shall have two separate tanks to allow for two separate colors to be processed at the same time. The unit shall be capable of tinting high index lenses, polycarbonate lenses, as well as hard coat lenses. The unit shall monitor temperature of each tint tank. The unit shall have automatic tank stirring and provide overflow protection to prevent tinting liquid from spilling out of its tank. The unit shall be capable of being placed on a table top in the footprint (12 x 16 ) left by the replaced equipment. The unit shall integrate into the assembly line layout of the optical lab. The unit shall be compatible with the installed base of BPI lens tinting equipment. The electrical requirements are 110VAC, 60Hz, single phase. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The system shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America; even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. This acquisition is being conducted under simplified acquisition procedures FAR 13.1. There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 325131. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
