- The Samuel S. Stratton VA Medical Center (hereafter "The VA" or "VA"), located at 113 Holland Ave., Albany NY 12208, intends to release a competitive Request for Proposals (RFP) numbered VA-528-11-RP-0199, for a project entitled "Fisher House Repairs" during the week of July 25, 2011. The current intention of the VA is to procure these services competitively via a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. This is intended to be a competitive Design/Build acquisition, meaning that interested offerors would need to retain a licensed Architect/Engineer (A/E) firm to provide design and construction period services. The RFP will contain a finished 35% design for the project and a list of suggested spec sections for inclusion in the final design, to be approved by the VA before construction work begins. The VA intends to release this RFP with competition restricted completely to Service-Disabled Veteran-Owned Small Businesses. The applicable NAICS code will be 238220, "Commercial and Institutional Building Construction," with an applicable small business size standard of $33.5 Million. The estimated construction value of this project falls within the range of $250,000 and $500,000. Bid, performance and payment bonding will be required to respond to this RFP once released. The VA anticipates the use of a "best value/tradeoffs" evaluation method that will include both an analysis of price and past construction performance, alongside evaluation of the credentials and qualifications of the selected A/E representative of the offeror. Oral presentations, as in a standard A/E evaluation, will be used for all members of the competitive range. Unless additional notice is given or this notice is modified, the full RFP will be posted to the Government-wide Point of Entry (www.fbo.gov). This is a pre-solicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203.
