- Description
- The U.S. Department of Housing and Urban Development (HUD) is issuing this request for Information (RFI) for the PIH-REAC R&D Consolidation requirement. The general nature of this requirement is to analyze the functions of various Public Housing Authorities (PHA). It is HUDs intent to award one contract for an initial performance period of one year with four one-year option periods. HUD is issuing this RFI as part of a market research effort to assist in the preparation of the solicitation. The following is an overview of the requirements for the PIH-REAC R&D Consolidation requirement: •- Analyze production and on-line batch processed each day to determine/verify task completion status; •- Coordinate and review problems reported by the HUD IT staff, responding to user/help-desk inquiries, and provide ad hoc reports and extracts regarding operational throughput, and provide background information regarding data characteristics; •- Develop PIH performance indicators to be used to monitor inspections of PHAs, inspectors, and housing characteristics for changes and trends. The performance indicators are reported in analytic data reports or generated by interactive reporting tools 'are: •o Inspector Report Card (IRC) •o Prevalence Report •o Cross Sub-System Comparisons Report •o Inspector Information Tool (IIT) •o Produce various Ad-Hoc Reports •- Provide internal HUD staff (estimated at no more than twelve people) with necessary technical and user training support required for systems maintenance, testing, operations, and usage. The contractor shall produce documentation including, user guides, procedures, data collection forms, program maintenance manuals, documentation material, and training materials; •- Provide the internal HUD staff (estimated at no more than twelve people) with necessary technical and user training support required for systems maintenance, testing, operations, and usage; •- Process a myriad of ad hoc data requests of REAC assessment results, ranging from simple database queries to more complicated data configuration or formatting projects that require manipulating very large data bases; •- Research and document the modeling of bookkeeping fees, asset management fees, and property management fees with respect to the Harvard Cost Study; •- Update and document the: •o Update and document the Housing Property Index (HPI) tables •o Update and document the Modified Public Housing Assessment System (PHAS) •o research and development of the cost estimate model •- Maintain, upgrade and improve the process to refresh the PIC reporting database and; •- Provide geographic and demographic analysis using HUD provided tools such as: SAS, Arcview, SPSS, MS Access, and Excel applying US Bureau of the Census; •- Create SharePoint web sites for data, information, and knowledge portals; •- Provide upgrade guidance and instructions and technical support for users on how to use the data in the reporting database processes and any information tools delivered by the contractors upon written request; •- The contractor shall provide technical assistance required in support of small PHAs, in conducting pilots; evaluating test results/outcomes; documenting results/recommendations; compiling final evaluation reports; conducting marketing and outreach to attract participation by small PHAs, investors. •- Provide support to the participating PHAs; conducting measurement and verification (M&V) of energy and utility savings (IAW ASHRAE, FEMP or IPMVP); •- D evelop a first generation Benchmarking and Consumption Cost System application consist of a series of modules including an operational benchmarking, budget, allocation and performance modules capable of performing functions to: (1) Develop benchmarks at the project (AMP) and PHA levels (2) Develop utility budget projections in support of HUD's annual budget submission (3) Develop Allocation projections based upon funding levels; and, (4) Determine energy conservation savings. •- Provide limited technical assistance to PHAs It is HUDs estimate that the contractor may need the following skill mixes: •- Management Analyst •- Utilities Engineer •- Computer Programmer •- Business / Data Analyst •- Statistician •- MS Access / SQL programmer / Database Administrator •- MS Access / SQL programmer / Geographical Analyst •- Business Intelligence Information Analyst All interested firms are encouraged to submit a capability statement that will support your firm's ability to provide the above services and to provide the skill mixes without significant subcontracting. In addition, you need to provide your business category / size (small, small disabled veteran, woman-owned, 8(a), GSA schedule, large).
