- This Sources Sought Notice is for market research purposes only and shall not be construed as a Request for Proposal or an obligation on the part of the Commodity Futures Trading Commission (CFTC or the Commission) to acquire services. The Government may or may not issue solicitation documents. The Commission does not intend to award a contract on the basis of this Sources Sought, nor pay for the information provided. No entitlement to payment of direct or indirect costs or charges shall arise as a result of submission of responses to the Sources Sought and the Commission's use of such information. Background: The Commission is responsible for regulating commodity futures and option markets in the United States. The CFTC's mission is to protect market users and the public from fraud, manipulation, and abusive practices related to the sale of commodity and financial futures and options, and to foster open, competitive, and financially sound futures and option markets. Requirement: The CFTC currently has a need for a COTS software package to be able to inventory and track all digital evidence seized in conjunction with litigation activity. The CFTC works affirmatively to properly preserve and collect electronically stored information (ESI) from a variety of sources. This information is cataloged and stored for future use at any given time. Derivative evidence is also generated and also needs to be cataloged and tracked. The following capabilities are desired: • Customizable chain of custody and evidence tracking software • Provide reliable chain of custody of electronic media • Supports multiuser environment with strict access control • Microsoft SQLserver data base backend • Provides log activity to identify user attribution • Provides on scene support through mobile devices • Compatible with industry standard bar code scanners and provide wired and wireless barcode scanners as peripherals • Label printer for barcodes with ability to customize label content • Provides support for concurrent users through a centralized repository • Provides a mechanism to record and store images of seized evidence • Provide hosting as a service and/or local install for internal hosting • Robust and customizable reporting feature Requested Information: Responses to this notice should include: (1) company name, address and point of contact, (2) a description of the relevant software you offer and a description of how it meets the specific capabilities listed above; and (3) client references to whom you provided these products within the past three years with points of contact. Responses to this notice must be submitted by email and received not later than July 21, 2011.
