- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Optek Technologies 6825 38th Street, Pinellas Park, FL 33781-6119, as the only responsible source that can provide a lens finer/polisher system that is capable of both plus and minus surface processing and is compatible with the existing layout/dimensions of the existing laboratory. This acquisition is being conducted under the FAR 13.1 Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2005-52 are incorporated. The Naval Medical Logistics Command has a requirement for four optical lens finer/polishers for Brooke Army Medical Center in support of NOSTRA. The requirement is for four (4) optical lens finer/polisher units. The units shall be capable of both plus and minus surface processing. The units shall be capable of multiple materials processing. The units shall be capable of fining and polishing optical lenses after they have been run through a generator to create the desired optical lens power. The units shall have an internal slurry system and include a chiller to cool the slurry to a temperature below 30 degrees Fahrenheit. The units shall have physical dimensions no larger than 21 wide by 31 deep by 55 high to fit in the footprint left by the replaced equipment. The units shall be compatible with installed base of Optek finer/polishers currently at the facility. The units shall integrate into the assembly line layout of the optical lab. The system shall integrate with the layout of the existing air supply of the laboratory. The electrical requirements for the finer/polisher are 240VAC, 60Hz, single phase. Items being purchased in this acquisition: Qty (4) Optical Lens finer/polisher units This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 333314 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Optek Technologies.
